Functional forces including: Ha Long Bay - Yen Tu World Heritage Management Board, Hon Gai Port Border Guard Station, Traffic Police Department of the Provincial Police and Hong Gai Ward People's Committee have made records, suspended operations, and requested violators to move all cages and vehicles out of Ha Long Bay area.
In the area at the foot of Ngan Trong island, the inspection team discovered that Mr. D. V. L (residing in Hiep Hoa ward, Quang Ninh province) used 13 bamboo rafts (about 15m2/batch) to illegally raise oysters.
Functional forces requested to stop operations, forced to relocate all rafts before April 22, 2026, and restore the original state of the water surface.
At about 9 am on the same day, at the foot of Chong Cam island, inter-sectoral forces discovered 8 bamboo rafts anchored to prepare for clam breeding.
The caretaker is Mr. Tr. V. T (residing in Ninh Binh province), who said that the rafts belong to Mr. Tran Van Hanh (residing in Quang Ninh province).
Because the area is not in the aquaculture plan, functional forces requested to move all rafts and bamboo stakes out of the area.

Next, in the Hon Met area, the inspection team discovered 8 bamboo rafts (about 200m2), 1 piece of wood, 4 cages and about 3,000 plastic cages for clam farming.
Through working, it was determined that the above assets belonged to Mr. N.V.M (residing in Ha Lam ward, Quang Ninh province). Due to lack of legal papers, all activities were suspended.
In the Hon Du area, functional forces continued to discover 2 wooden boats, 3 wooden rafts and machinery serving illegal clam farming.
The vehicle owner, Mr. P.X. D, has committed to stop operating and voluntarily relocate.
The working group made a record and requested to properly implement the commitment.
According to functional agencies, the continuous detection of violations shows that the situation of re-encroachment on the water surface of Ha Long Bay is still complicated. These activities not only violate legal regulations but also directly affect the ecosystem, landscape and value of the heritage bay.
