Land violations continue, half- handled
In Khanh Son commune (Nam Dan district), in 2024, the CPC received a reflection of Mr. Pham Van Viet (resident of hamlet 5) to build illegal works on public land managed by the State. Although the government has inspected and determined the violation at the land parcel No. 131, made a record of a dismantling request and then issued a decision to sanction 2.5 million VND as prescribed in Decree 91/209/ND-CP, households still did not comply.
Even if the decision to sanction or not remedy the consequences is not received, the People's Committee of the commune will not enforce it according to the law. The illegal project still exists today (April 2025), despite the deadline for repair having passed for more than half a year.
Chairman of Khanh Son Commune People's Committee, Mr. To Ba Thang, admitted the delay and said that he was assigning staff to advise on the enforcement plan. However, the lack of determination in handling violations has caused people to continue to file complaints to the Chairman of Nam Dan District People's Committee.
Similarly, in Nghi Kieu commune (Nghi Loc district), from November 2023 to present, people have repeatedly petitioned about clearing illegally growing trees on the traffic corridor of the N5 inter-provincial road, obstructing visibility and affecting traffic safety.
Although the District People's Committee has many documents directing the commune to plug in the landmark, identify the land boundaries and the request for handling of violations of Mr. Tran Van Hoang's household, so far the commune authorities have not yet implemented. Along with that, the report of the People's Committee of Nghi Kieu commune sent to Nghi Loc District People's Committee about the incident without specific documents, unable to determine the origin of the land, although before this commune has determined that the violating land is public land.
Strengthen discipline, do not let it get "hot under cold"
The situation of commune cadres showing signs of working at a low level does not stop at the above cases. Recently, the Chairman of Nghi Loc District People's Committee signed a decision to temporarily suspend Mr. Vo Trong Tinh, Chairman of Nghi Trung Commune People's Committee, from work for allowing people to illegally build without timely handling. Mr. Tinh was identified as lacking a sense of responsibility in operating and managing construction order in the locality.
On April 9, 2025, Nghe An Provincial Party Secretary Nguyen Duc Trung signed and issued Official Letter No. 3529-CV/TU requesting Party committees and authorities at all levels from the province to the grassroots level to strengthen disciplinary and administrative discipline.
The dispatch stated that, in the process of implementing the model of two -level government organization and rearranging the administrative unit at the commune level, there were still cadres and civil servants in some places worried, lack of peace of mind, leading to loosening work, affecting the operation of the state apparatus. The Standing Committee of the Provincial Party Committee requested to ensure regular and continuous operation of the state agencies in the arrangement period. Do not cause interrupting, affecting the rights of people and businesses.
Chairman of Nghe An Provincial People's Committee Le Hong Vinh has requested the entire political system to strengthen the rectification of public ethics, effectively use working time, and link work results with the assessment and classification of cadres. Relating the organizational apparatus is a necessary step to improve the efficiency of State management. However, if it is not accompanied by tightening discipline and order and strictly handling cadres who are lax in their responsibilities, the goal of streamlining will not be effective. The province will strictly handle cases of formal work, lack of responsibility - for a serving, transparent and effective administration" - Mr. Le Hong Vinh said.
