Typically, on April 13, the Investigation Police Agency of Ninh Binh Provincial Police issued a decision to prosecute a criminal case, prosecute the accused and issue an arrest warrant for 8 subjects for temporary detention for the act of committing the crime of disturbing public order. Along with that, the Investigation Police Agency also issued a decision to prosecute the accused, applying supervision measures by representatives for 5 other subjects. These subjects are all aged 14 to 19 years old.
The above group of subjects gathered, prepared weapons (glass bottles, knives, swords, bricks...) and drove motorbikes to chase each other on some roads in the communes of Y Yen, Van Thang and Yen Dong, causing security and order disturbances and injuring 2 people. In Hoa Lu ward, from the beginning of 2026 to now, the ward police have received and handled 4 cases with 39 young people causing public disorder.
To prevent crimes causing public disorder among young people, the Provincial Police have directed the Police of units and localities to implement measures to prevent, combat, prevent and strictly handle violations.
