Ho Chi Minh City People's Committee has just approved component projects 1-3: Compensation, support, resettlement and construction of service roads and side roads in Ho Chi Minh City of Ring Road 4 project (section from Saigon River to Thay Cai canal).
This Ring Road 4 section is about 15.69 km long, starting point at the border of Tay Nam ward and Nhuan Duc commune (HCMC), ending point at the border of Tan An Hoi commune (HCMC) bordering Hau Nghia commune (Tay Ninh province) in the Thay Cai canal area.
Component projects 1-3 have a total investment of about 7,050 billion VND from the Ho Chi Minh City budget. Of which, compensation, support and resettlement costs account for about 5, 223 billion VND. Land acquisition is carried out according to a planned scale of about 74.5 m.
The project affects about 207.43 hectares of land in the two communes of Tan An Hoi and Nhuan Duc, with about 1,495 cases affected, of which about 227 cases are expected to be resettled.
In addition, the construction cost of service roads and people's roads is about 1,063 billion VND. This item includes roads along both sides of the expressway, designed with a speed of 50 km/h, each side including 2 car lanes; at the same time, building a service road system according to rural traffic standards level B.
In addition to component project 1-3, the Ring Road 4 section through Ho Chi Minh City also has component project 2-3, building 4 lanes with a design speed of 100 km/h, a road surface width of 25.5 m, expected to be implemented in BOT form (build - operate - transfer). Currently, the Department of Construction is appraising and submitting for approval the feasibility study report, expected to be completed before May 10, 2026.

The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh. In which, the 47 km section through Binh Duong was previously started in June 2025. The remaining sections are about 160 km long, with a total investment of more than 1,204 billion VND, and have been approved for investment policy by the National Assembly in June 2025.
After merging with Ba Ria - Vung Tau and Binh Duong, the length of Ring Road 4 passing through Ho Chi Minh City increased from about 17 km to nearly 83 km, becoming the locality with the largest route length.
In phase 1, the project is invested on a scale of 4 expressway lanes with a design speed of 100 km/h; site clearance is carried out on a complete scale of 8 lanes to reserve land for future expansion.
Recently, Ho Chi Minh City also allocated 284 residential land plots belonging to public assets to serve resettlement for the Ring Road 4 project section passing through areas of Ba Ria - Vung Tau province previously.
The Ho Chi Minh City People's Committee also requested Dong Nai and Tay Ninh provinces to coordinate and direct functional agencies and investors to accelerate the appraisal and approval of component projects, focusing on compensation, support, and resettlement, ensuring the progress of commencement and completion according to the plan.
Ho Chi Minh City aims to complete investment preparation procedures to start the Ring Road 4 project on May 19, 2026. The entire route is expected to be completed in the second quarter of 2028 and put into operation in the same year.
When completed, Ring Road 4 of Ho Chi Minh City will become a strategic traffic axis connecting the Southeast, Southwest and Central Highlands regions, while strengthening links with Long Thanh airport, seaport system, contributing to reducing traffic pressure for the inner city area and gateway routes of Ho Chi Minh City.
