Late payment of more than 183 billion VND
On November 30, the People's Committee of Quang Binh province announced that as of October 31, 2024, the whole province collected 2,189 billion VND in social insurance, health insurance, and unemployment insurance, 333 billion VND higher than the same period last year.
However, the total amount of late payment of social insurance, health insurance, and unemployment insurance is more than 183 billion VND, although it has decreased by 0.11% compared to the same period last year, the situation of late payment of social insurance, health insurance, and unemployment insurance is still happening.
The dissolution, bankruptcy, cessation of operations, disappearance, or absconding of the business owner... affects the social insurance and health insurance benefits of employees.
The reason is that some enterprises are facing real difficulties in production and business, especially after the COVID-19 pandemic, so there is a delay in paying social insurance, health insurance, and unemployment insurance; in addition, the sense of responsibility of unit leaders and business owners in complying with the law on social insurance and health insurance is not high; coordination in inspection and examination is still limited; the implementation of sanctions to prevent and handle violations of the law on social insurance and health insurance has not been thorough.
Take strong measures
The Provincial People's Committee requests the Provincial Social Insurance to study, recommend and propose to competent authorities to amend and supplement social insurance and health insurance policies in accordance with reality; coordinate with relevant units to promptly advise the Provincial People's Committee in directing and leading the implementation of social insurance and health insurance regimes and policies and promulgate guiding documents, specifying legal documents on social insurance and health insurance in accordance with the practical situation in the province.
Strengthen inspection, examination and coordination with relevant units such as Inspectorate, Tax, Labor - Invalids and Social Affairs, Police... to conduct inter-sectoral inspection and examination of units and enterprises that are late in paying social insurance, health insurance, and unemployment insurance; in which, strictly implement administrative sanctions for violations of the law on social insurance and health insurance.
The Department of Labor, War Invalids and Social Affairs needs to coordinate with the provincial Social Insurance and related units to strengthen inter-sectoral inspection and examination of compliance with the law on social insurance and unemployment insurance by employers and enterprises; strictly handle violations.
The Department of Planning and Investment requires investors and enterprises to commit to fully fulfilling their obligations to employees before submitting to the Provincial People's Committee for consideration and approval of investment policies and adjustments to investment policies.
The provincial police proactively grasp the situation, promptly detect, investigate and strictly handle violations of the law by individuals, organizations and enterprises regarding social insurance, health insurance and unemployment insurance; receive and resolve denunciations and reports of crimes and recommend prosecution in the field of social insurance, health insurance and unemployment insurance; notify the provincial Social Insurance of the results of investigation and handling; guide relevant departments of the provincial Social Insurance on procedures, records and forms when transferring records and documents of law violations to the investigation agency for handling in accordance with the provisions of law.
The State Bank of Vietnam, Quang Binh Province Branch, directed banks in the province where enterprises have accounts that are late in paying social insurance, health insurance, and unemployment insurance premiums to apply coercive measures to deduct money from the accounts to enforce decisions on handling administrative violations, and apply measures to remedy late payment of social insurance premiums according to regulations.
