On July 25, the Economic Police Department of Quang Tri Provincial Police informed that, regarding the reflection of Lao Dong Newspaper on the illegal land exploitation in the old Linh Truong Commune (now Con Tien Commune, Quang Tri Province), the Director of the Provincial Police signed a decision to administratively sanction the subject directly performing the exploitation act.
Accordingly, Ho Nhat Linh (born in 2002, residing in Dong Don village, Con Tien commune) was fined 4 million VND for exploiting minerals (land) without a license. At the same time, an additional fine of VND 190 million was imposed, equivalent to the value of the administrative violating vehicle, the DAEWOO excavator.
In addition, Linh was forced to take measures to restore the environment of the exploited area to a safe state and return the land appraisal fee to the authorities in the amount of VND 954,000.
Also according to the Economic Police Department, the investigation process showed that, in addition to Linh's excavator, a HOWO truck with license plate 74H-002.74 participated in transporting soil in the above area, but there was not enough basis to determine the violation. Therefore, the authorities were only forced to return the soil that had been transported back to the mining site.
For the two land users, the authorities determined that they were not present in the locality at the time of the incident and did not know that the land was being illegally exploited, so they only reminded them after inviting them to work.
Previously, on April 19, Lao Dong Newspaper published an article "Illegal land exploitation right in residential areas in Quang Tri province", reflecting the illegal land exploitation situation in Ben Tat and Truong Hai villages. Soil exploitation in this location takes place in the early morning, noon or evening. The soil after exploitation is poured into trucks by excavators to be transported elsewhere for consumption. Research shows that the land plot in Ben Tat village belongs to Mr. Tran Sy Hung, while the land plot in Truong Hai village belongs to Mr. Nguyen Van Duc. On April 15, 2025, Mr. Nguyen Van Duc - the owner of the mining site in Truong Hai village was fined 3.5 million VND for losing the thickness of the cultivated soil layer, causing erosion at plot No. 125, map sheet No. 48.
