At 11:30 pm on April 30, the Fire and Rescue Team of Area 6, Fire and Rescue Police Department (City Police) received a report from people about a tourist falling, injured and bleeding profusely in the basement of a project in Cat Hai special zone. The victim was identified as Mr. Hoang Van M (born in 1977, registered permanent residence in Ha Tay commune, Hai Phong city).
Immediately after receiving the information, the Fire and Rescue Team of Area 6 urgently mobilized forces and vehicles to the scene. Through reconnaissance, functional forces determined that the victim was lying in a basement about 4m deep, an area without stairs, making access difficult.
The task force quickly deployed a rescue formation, using ladder 2 to create a path down to the tunnel to approach the victim. According to initial assessment, the victim showed signs of fracture of the cheekbone, subhead fracture of the right humerus and fracture of the rotten bone. At the time of approach, the victim was still conscious.
Functional forces used stretchers to fix the victim, used ladder 2 as a support, combined with carabiner and specialized rescue ropes to bring the victim to a safe position.
After being safely brought to the ground, the rescue force handed over the victim to the Cat Hai Special Economic Zone Medical Center for reception, treatment, and health care according to regulations.
