On March 21, information from Ha Tinh Provincial People's Committee said that leaders of Ha Tinh Provincial People's Committee have just issued a document stating clearly: Regarding the appraisal and assessment, determining the cause of incidents for collapsed and damaged works belonging to the Xuan Thanh Service and Guesthouse project, the Provincial People's Committee has issued Decision No. 2622/QD-UBND dated October 27, 2025 authorizing the Director of the Department of Construction to preside over the implementation.
However, to date, the project incident conclusion notice of the Department of Construction has not been agreed upon for implementation by the relevant parties; this has led to delays in the project incident recovery process.
To soon complete the notice of appraisal and evaluation results, determine the cause of the incident and for relevant parties to promptly implement incident remediation to meet the use, exploitation and ensure safety for the works before the 2026 rainy and storm season. The Provincial People's Committee assigned the Department of Construction to fully implement the project incident handling process in accordance with the prescribed order and procedures.
Review, supplement, and clarify the responsibilities of state management agencies related to the project construction investment process (construction permit process, inspection responsibility during construction, process of issuing land use right certificates...).
Research and review the detailed planning of the project (note for the 8m road item adjacent to the beach along the resorts); based on needs and necessities, review and give opinions on the construction of this item and propose handling plans in accordance with regulations.
Review and give opinions on the investor's incident remediation plan and guide investors on relevant contents (if any) before March 31, 2026 for timely implementation.
Monitor and urge agencies and units to implement incident remediation, and promptly report relevant contents to the Provincial People's Committee.
Requesting investors to be proactive, responsible, and urgently coordinate with the Department of Construction, the Department of Agriculture and Environment and relevant agencies in determining the cause and timely overcoming the project incident and other related contents.
Promptly develop a plan to overcome the incident, conduct appraisal and evaluation of the plan in accordance with regulations and report to the Department of Construction before March 25, 2026.
Focus resources to implement incident remediation before April 30, 2026, ensuring completion before the 2026 rainy and storm season.
Conduct acceptance of project incident recovery results in accordance with regulations. In case of delays in project incident recovery leading to related consequences, investors must bear full responsibility before the law.
Previously, Lao Dong Newspaper had many articles reflecting on a series of villas at the Xuan Thanh Service and Guesthouse Area project in Tien Dien and Co Dam communes that abnormally collapsed during storm No. 10 in 2025.
Specifically, 23 villas adjacent to the sea dyke area were damaged and collapsed; some other construction items such as sea dykes, swimming pools and fences were also seriously damaged.
