On March 24, the Office of the Hanoi People's Committee issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu at a meeting on the progress and resolution of obstacles in site clearance for the construction of Ring Road 2.5 (held on March 23).
Conclusion and direction of Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu clearly stated: The Ring Road 2.5 construction investment project is an important project, contributing to creating urban landscape, solving "bottleneck" of traffic congestion, it is necessary to continue to focus highly on organizing the implementation of compensation, support, resettlement, site clearance, ensuring the completion of the approval of compensation and support plans before March 31, 2026 (Khuong Dinh ward will be completed before April 30, 2026).
Request the People's Committees of Dinh Cong and Phuong Liet wards to urgently handle the existing problems in the site clearance of the 2.5 Ring Road Project (Dam Hong - National Highway 1A section), ensuring completion according to the above-mentioned direction progress.
In principle, agree with the proposal of Khuong Dinh Ward People's Committee on approving the compensation, support and land recovery plan before completing the resettlement arrangement. Assign the Department of Agriculture and Environment to guide Khuong Dinh Ward People's Committee to implement according to regulations.
Assign the Department of Agriculture and Environment to urgently study and guide the People's Committees of wards to implement the arrangement of resettlement for cases of recovering a part of the land area and the arrangement of resettlement for cases where 2 or more resettlement slots are arranged, ensuring uniformity and compliance with regulations; in cases beyond authority, advise and propose to report to the City People's Committee;
Guiding Yen Hoa Ward People's Committee and related wards in determining the location of land plots as a basis for compensation and support when land is recovered, ensuring the principle of compliance with regulations and legitimate rights for people whose land is recovered;
Preside over and coordinate with the Department of Construction to consider and advise on handling some cases of land recovery with small subdivided areas related to solid and high-rise construction works (located on sidewalks);
The Department of Agriculture and Environment completes the above tasks before March 26, 2026.
Request the Department of Finance and the Department of Planning and Architecture to urgently complete the assigned tasks in Notice No. 213/TB-VP dated March 22, 2026 of the Office of the City People's Committee.
The Department of Construction urges relevant units to provide dossiers and related information and urgently complete the determination of the purchase price of commercial housing for resettlement housing at the Housinco Tan Trieu Office and Housing Complex Project (CT5 land plot, Tay Nam Kim Giang 1 Urban Area) and the Project to invest in building commercial housing for resettlement under the ordering mechanism at land plot No. 1, Trung Van ward.
People's Committees of Dai Mo, Phu Dien, and Thuong Cat wards are responsible for proactively and urgently accelerating the progress of site clearance and completing procedures related to the project to invest in building technical infrastructure for resettlement areas serving the Ring Road 2.5 Project, ensuring to meet general progress requirements.
Assign the Office of the City People's Committee to monitor and summarize the implementation results, and report to the City People's Committee at the next week's meeting.
