The Ring Road 2.5 construction investment project, Dam Hong - National Highway 1A section, was technically opened to traffic on February 10, 2026, after 12 years of people's expectations.
The project was started in 2014 with a length of 1.6km, total investment of about 1,317 billion VND under the BT (build - transfer) contract form, expected to be completed in 2017.
However, the project progress was delayed due to problems in site clearance and waiting for BT contract extension.

By 2020, when only about 40% of the workload was completed, the project had to be temporarily suspended.
After 5 years of suspension, by the end of May 2025, Hoang Mai - Hanoi Construction Investment Co., Ltd. (project enterprise) will organize the Groundbreaking Ceremony for the 2.5 Ring Road project, Dam Hong - National Highway 1A section.
By February 10, 2026, the project will basically complete the items for technical traffic opening. According to the plan, by March 31 at the latest, the Ring Road 2.5 project, Dam Hong - National Highway 1A section will complete all construction items, ensuring synchronization and sufficient conditions for handover and commissioning in accordance with regulations.
However, the project is facing the risk of not being able to hand over on schedule due to site clearance issues.


Mr. Le Thanh Tung, Deputy Director of Hoang Mai Construction Investment Co., Ltd. - Hanoi, said that in Phuong Liet ward, there are 2 households with land clearance areas of 59.3m2 (1 household recovered 6.1m2/129.8m2 and 1 household recovered 53.2m2/110.9m2) belonging to the project of Hanoi Housing Investment and Development Corporation but located within the sidewalk area of Ring Road 2.5 project that has not been cleared.
According to Mr. Tung, Hanoi City People's Committee has assigned the Department of Agriculture and Environment together with relevant units, including Phuong Liet Ward People's Committee, Hanoi Housing Investment and Development Corporation to deploy site clearance work.
However, so far it has only stopped at planting boundary markers and painting lines in the field.
The time is extremely rushed, if the relevant units do not get involved decisively, it will affect the overall progress of the project, while the City Party Committee and the City People's Committee direct that the project must be handed over and put into use no later than March 31st" - Mr. Le Thanh Tung said.



It is known that on January 27, 2026, Phuong Liet Ward People's Committee sent a document to Hanoi Housing Investment and Development Corporation to coordinate and sign land clearance contracts for the above 2 households.
Talking to Lao Dong Newspaper, Vice Chairman of Phuong Liet Ward People's Committee Nguyen Kim Son said that the ward has deployed and completed relevant procedures, and the remaining task is for Hanoi Housing Investment and Development Corporation.
I have urged and reminded the Hanoi Housing Investment and Development Corporation. When they transfer dossiers, the ward will coordinate to deploy investigation and inventory" - Mr. Son said.
It can be seen that the early completion of handover of the remaining area is an urgent requirement to ensure the overall progress and put the 2.5 Ring Road project, Dam Hong - National Highway 1A section into synchronous and planned operation.
If delays continue, it will not only affect the acceptance deadline and putting the project into use, but also reduce investment efficiency, waste resources and affect the aesthetics and travel of people in the area.
