The People's Committee of Bac Ninh province has just transferred 2 cars for general work to the commune level. Among them, there are cars with the remaining value of 0 VND.

Vice Chairman of the People's Committee of Bac Ninh province Ngo Tan Phuong has just signed Decision No. 564/QD-UBND dated August 8 on the transfer of cars for general work from the Department of Agriculture and Environment to 2 commune levels. These are Cam Ly commune and Truong Son commune.

Notably, the Provincial People's Committee assigned Cam Ly commune a Ford Everest car, license plate 98M-000.68, with 7 seats, manufactured in 2011, with a face value of VND 1,023,800,000. However, this car is worth 0 VND. Details of the 2 cars are as follows:

Regarding the granting of cars for general work to the commune level, the Government issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of cars. The Decree will take effect from July 1, 2025.

According to the new regulations, commune-level subjects are allowed to use cars for general work to perform duties and tasks assigned by agencies, organizations, and units (not used for transportation and pick-up from place of residence to agency and vice versa) including:

Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee at the commune level; Deputy Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Vice Chairman of the Vietnam Fatherland Front Committee at the commune level.

Along with the positions at the commune level, the following positions are granted equivalent cars, including:

Positions and positions with a position allowance coefficient or position salary higher than the title of department head, department head and equivalent but not eligible to use a car for the title prescribed in Articles 4, 5, 6 and 7 of this Decree.

Director, department head and equivalent; deputy director, deputy department head and equivalent.

Vice Chairman of the People's Council, Vice Chairman of the People's Committees of provinces and centrally run cities (except for Hanoi and Ho Chi Minh City).

Director, deputy director of the department and equivalent at the provincial level.

Heads and deputy heads of agencies and units under or directly under departments, units and equivalent organizations (not public service units) are organized vertically located in provincial or inter-provincial or municipal levels.

Members (members) of the board of members, the board of directors, deputy general directors of economic groups; company chairmen, directors, deputy directors and equivalent positions at state-owned enterprises.

Cadres, civil servants, public employees, and workers assigned to perform specific professional tasks are stipulated in the regulations on management and use of public assets of agencies, organizations, and units.
