The Ministry of Home Affairs received the results of the implementation of internal tasks in the first 6 months of 2025 and the work of reorganizing the apparatus, implementing the 2-level local government organization model of the Department of Home Affairs of Lai Chau province.
The Department of Home Affairs of Lai Chau province has requested ministries and branches to promptly review and advise the Government to amend inadequate, chua-specific, and inconsistent contents in the Decrees on decentralization, delegation of authority, and division of authority in state management areas under their management authority.
Timely guide job positions, civil servant rank structure, professional title structure of civil servants in agencies and units after merging specialized agencies under the Provincial People's Committee; job positions for specialized agencies, public service units under the People's Committee at the commune level; promptly issue documents guiding the functions, tasks, powers and organizational structure of specialized agencies under the People's Committee at the commune level, especially in the field of education and training.
In particular, the Department of Home Affairs of Lai Chau province proposed that the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government consider increasing the staffing framework for the commune level to ensure the implementation of assigned tasks.
Propose that the Government soon issue regulations to amend Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization, and dissolution of public service units; amend regulations on the classification of public service units.
The Central Government is requested to consider supporting localities that have not yet balanced their own budgets for implementing tasks related to the arrangement of administrative units such as: Investment funds for new commune-level People's Committee headquarters are still lacking compared to standards, norms and public housing for commune officials; cars for general work; funding for digitizing district-level archives.
Requesting central ministries and branches to soon have solutions to completely overcome the problem, while building a quick and transparent error response process, closely coordinating with localities to improve the efficiency of providing online public services.
