This person asked, according to the new regulations, how is the penalty of deducting driving license points for car drivers who violate regulations on transporting oversized and overweight goods carried out?
Responding to this issue, the Ministry of Public Security said:
Article 22 of Decree 168/2024/ND-CP stipulates administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points, stipulates "Penalties, deduction of driving license points of car drivers who violate regulations on transporting oversized and overweight goods" as follows:
A fine of VND 2,000,000 to VND 3,000,000 shall be imposed for one of the following violations:
Transporting oversized and overweight goods without indicating the size of the goods according to regulations.
Failure to comply with the provisions of the circulation license.
Fines from VND 8,000,000 to VND 10,000,000 for transporting oversized and overweight goods with a valid circulation license but the vehicle's outer dimensions (after loading goods onto the vehicle) exceed the regulations in the circulation license.
A fine of VND 13,000,000 to VND 15,000,000 shall be imposed for one of the following violations:
Transporting oversized and overweight goods without a circulation license or with a circulation license that has expired or using a circulation license not issued by a competent authority.
Transporting oversized and overweight goods with a valid circulation license but the total weight (after loading onto the vehicle) exceeds the regulations in the circulation license.
Transporting oversized and overweight goods with a valid circulation license but not on the correct route specified in the circulation license.
Transporting oversized and overweight goods with a valid circulation license but transporting goods that are not the type specified in the circulation license.
In addition to being subject to penalties, those who violate this Article, if causing damage to bridges or roads, will also be subject to remedial measures requiring restoration to the original state that was changed due to the administrative violation.
In addition to being subject to penalties, violators will have their expired circulation licenses or circulation licenses not issued by a competent authority revoked.
In addition to being subject to penalties, drivers who commit violations will also have their driving license points deducted as follows:
Committing an act that is punishable by a fine of 2,000,000 VND to 3,000,000 VND will result in a 2-point deduction from the driver's license.
Committing an act with a fine of 8,000,000 VND to 10,000,000 VND and a fine of 13,000,000 VND to 15,000,000 VND will result in a 4-point deduction from the driver's license.
