The Ministry of Construction has just issued a document responding to the petition of voters in Hai Phong city on continuing to improve regulations related to motor vehicle registration, in which it proposes to allow vehicle owners to replace and upgrade more modern equipment and components than the original while still being normally registered if safety is ensured.
According to Official Dispatch No. 11499/BXD-KHCNMT&VLXD dated July 23 sent to the Committee for Petitions and Supervision of the National Assembly, the Delegation of National Assembly Deputies of Hai Phong City, the Ministry of Construction said that it has received voters' petitions before the 10th Session, 15th National Assembly.
Voters proposed that the Ministry of Construction continue to review regulations on the implementation of motor vehicle registration, accordingly, it is necessary to supplement regulations allowing vehicle owners to replace (modify) equipment and components that are more modern than the original type of equipment and components, ensuring greater safety when operating and using vehicles and performing normal registration.
The Ministry of Construction said that through review, the Ministry of Construction found that the replacement and upgrading of equipment and components is a practical need and needs to be clearly and conveniently regulated for people.
However, to ensure safety for vehicle users and the community, replacement still needs to be considered based on the level of impact on vehicle structure, safety systems and environmental protection requirements; it cannot only be based on the fact that new equipment and components are considered "more modern" than original components.
In the spirit of receiving feedback and recommendations from people and businesses, in the process of reviewing and completing regulations on motor vehicle registration, the Ministry of Construction issued Circular No. 30/2026/TT-BXD dated June 15, 2026, effective from July 1, 2026 and abolished Circular No. 47/2024/TT-BGTVT.
Appendix XI issued together with Circular No. 30/2026/TT-BXD has expanded and specifically regulated many cases where vehicles have changed but are not considered renovated. These regulations have directly removed some obstacles that voters reflected, including allowing:
Change some interior and exterior equipment, provided that it does not affect the structure and safety of the vehicle; for some equipment, it must be announced, supplied or implemented by the manufacturer through authorized dealers and distributors, and at the same time meet the limits on size and volume according to regulations;
Replace light bulbs or replace lighting clusters and traffic lights with upgraded types, provided that they meet the requirements for power, supply, jacks and do not change the body structure or electrical system of the vehicle;
Upgrade brake discs, brake pads, brake calipers with genuine optional components designed and supplied by the manufacturer and performed by the authorized unit;
Replace shock absorbers and springs with other types designed, supplied by the manufacturer and performed by the authorized unit;
Replace the tire size when the manufacturer allows it in the car's user manual.
According to the Ministry of Construction, the new regulation has created more favorable conditions for vehicle owners in replacing and upgrading equipment and components without having to carry out renovation certification procedures for cases that fully meet the prescribed conditions.
At the same time, maintaining the requirements on the origin of components, technical limits and implementing units is necessary to ensure the quality and safety of vehicles after replacement and upgrade.
The Ministry of Construction will receive voters' recommendations and will continue to monitor the implementation of Circular No. 30/2026/TT-BXD, promptly review and adjust regulations that are not suitable for reality, ensuring harmony between state management requirements, technical safety of vehicles and legitimate rights of people.
