Circular 13/2025/TT-BCA regulates the amendment of Circulars on road, railway and inland waterway traffic order and safety.
The above Circular stipulates the regulations related to commune police as follows:
In cases where there is no traffic police force accompanying, the commune-level police can only inspect and handle violations on routes under their management according to the plan issued by the competent authority and report the implementation results to the Traffic Police force.
In case the driver of a motorbike or rudimentary vehicle is found to have one of the following violations of the law, he/she will be handled according to regulations: Not wearing a helmet according to regulations; carrying more people than the prescribed number; carrying bulky goods, exceeding the prescribed size limit; stopping or parking the vehicle in violation of regulations; weaving, swerving, controlling the vehicle on one wheel for a two-wheeled vehicle; not having a rearview mirror on the left side as prescribed; using an umbrella; pulling or pushing another vehicle or object; not old enough to drive a vehicle as prescribed or detecting serious violations of road traffic order, safety, security, and social order.
Comparing Decree 168/2024/ND-CP, the fines for the above violations are as follows:


When resolving and handling the violation, if other violations are discovered, they will be handled according to their authority. If it exceeds the sanctioning authority, a record of administrative violations will be drawn up and reported to the competent authority for handling according to regulations.
