Welcoming the green transport development policy of the Government and Hanoi City, automobile and motorbike manufacturers are urgently investing and developing many environmentally friendly electric vehicle models with diverse designs to meet the needs of the people.
Some units in Hanoi have also developed a plan to provide public electric motorbike services.
Tri Nam Digital Transport Joint Stock Company reported to the Hanoi People's Committee, proposing to deploy electric motorbikes in parallel with the development of public bicycle services to gradually replace electric bicycles, expand operating areas and improve service quality.
Some manufacturers have proposed piloting a multi-function charging station combined with battery exchange for electric bicycles, TNGo public electric motorbikes and personal electric motorbikes.
Electric motorbikes serve trips within a range of 7-10km, helping people move flexibly in the Ring Road 1 area. If the number of vehicles is large enough, it will contribute to significantly replacing private motorbikes.
Affirming that green and smart transportation is an inevitable trend, many opinions still express concerns about mechanisms and policies to encourage vehicle conversion.
Therefore, the State needs to stipulate a specific roadmap, limit vehicles in each stage, extend the progress time and only ban or limit old vehicles that do not meet emission standards.
According to Ms. Dang Thuy Trang - External Affairs Director of Grab Vietnam, many Grab drivers will be directly affected when the State implements this policy. The survey results with drivers showed: 60% are concerned about the lack of charging stations because most of them are from other provinces, renting a room; 52% think that the price of electric vehicles is still high, a burden; 58% can only pay in installments of 2 million VND/month.
At the same time, the representative of Tri Nam also recommended the need for legal support, service recognition, and at the same time, there should be a policy to support the implementation of a pilot model of multi-purpose charging stations combined with battery exchange.
Deputy Director of the Hanoi Department of Construction - Mr. Dao Viet Long said that the department has drafted a resolution of the City People's Council on policies and measures to support the conversion of vehicles using clean energy, and is currently seeking public opinions.
Some outstanding policies include: direct financial support for people with gasoline and diesel motorbikes in low-emission zones when switching to green vehicles; financial support at different levels depending on individual households, near-poor and poor households; support preferential loans for public service units; at the same time, issue a mechanism for infrastructure development and charging stations.
Recently, Deputy Prime Minister Tran Hong Ha requested the People's Committees of Hanoi and Ho Chi Minh City to soon publicly announce the roadmap for the transition to green means of transport, along with specific and feasible support policies for people and businesses to agree to implement.
The Ministry of Finance shall preside over and coordinate with relevant ministries and branches to research and develop tax, fee and financial support policies to encourage the development of a green and circular economy; to be completed in the fourth quarter of 2025.
