Decision No. 09/2025/QD-UBND of the People's Committee of Cao Bang province stipulates the use of motorbikes, mopeds (motorbikes), and rudimentary vehicles for passenger and cargo transportation in Cao Bang province. The decision will take effect from March 24, 2025.
Article 5 of Decision No. 09/2025/QD-UBND stipulates the use of motorbikes and rudimentary vehicles for passenger transport, passenger and cargo transportation as follows:
Organizations and individuals using motorbikes for business in transporting passengers and goods must comply with the provisions of Articles 33, 35, and 47 of the Law on Road Traffic Order and Safety. Businessmen transporting passengers and goods by motorbike must notify the People's Committee of the commune where they reside about the vehicle's license plate and the vehicle driver (ils, names and personal identification numbers).
Organizations and individuals providing software services to support motorbike transportation connectivity must comply with the provisions of Article 80 of the Road Law and detailed regulations and instructions for implementation.
Motorbikes used for passenger and cargo transportation are allowed to operate on all routes, except for highways and routes that prohibit or restrict traffic according to regulations.
For rudimentary vehicles when transporting passengers and goods, they must comply with the provisions of Article 31 of the Law on Road Traffic Order and Safety, ensure operating conditions according to the provisions of Article 26 of Decree No. 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety and are only allowed to operate within the scope of regulations in this Decision.
Motorbikes and cyclos are allowed to transport passengers and goods. When transporting passengers and goods, drivers of motorbikes and cyclos must notify the People's Committees of the communes where they reside about the type of vehicle and the driver (name, address and personal identification number).
Bicycles and animal cars are only allowed to transport goods.
Road rollers for people with disabilities are not allowed to do business in transporting passengers and goods.
