In case a motor vehicle has a change in its own weight or the weight of the cargo transported, which is different from the vehicle registration certificate, but the technical parameters and images of the vehicle are consistent with the inspection certificate issued at the most recent inspection before the effective date of Circular No. 47, the issuance of a certificate for the modified vehicle is subject to exemption from design documents (stipulated in Point i, Clause 5, Article 20 of Circular No. 47).
In case the motor vehicle has: The weight of the vehicle itself; structure, size of the cargo box; the overall size of the vehicle is different from the inspection certificate issued at the last time before the effective date of Circular No. 47, it is necessary to carry out the procedure for certifying the modified motor vehicle. The vehicle owner must prepare a design file for inspection, assessment and issuance of the modified certificate (stipulated in Clause 3, Article 21 of Circular No. 47).
In cases where a vehicle has been modified but has not yet had its vehicle registration certificate changed, and the modified vehicle certificate is lost, expired, or incorrectly issued, the vehicle owner will be reissued a modified vehicle certificate to carry out the reissuance of the vehicle registration certificate (stipulated in Article 24 of Circular No. 47), in which the vehicle owner should note:
Motor vehicles that have been granted a certificate of renovation but have expired according to the provisions of law at the time of granting the certificate of renovation, the vehicle owner needs to re-issue the certificate of renovation to carry out the issuance of a new vehicle registration certificate, which is carried out at the motor vehicle inspection facility, based on the results of the comparison between the actual motor vehicle and the technical specifications of the granted certificate of renovation (stipulated in Clause 5, Article 24 of Circular No. 47). If it is suitable, the certificate of renovation will be re-issued to the vehicle owner. If it is not suitable, the vehicle owner must comply with the provisions of Article 20, Article 21, Article 23 of Circular No. 47 to be granted a certificate of renovation.
In other cases where the vehicle inspection is refused, the vehicle owner must proactively contact the competent authorities such as: vehicle registration authority; agency handling administrative violations in the field of road traffic order and safety; agency conducting proceedings (Police, Procuracy, Court) for resolution.
Previously, the Department of Vehicle Registration informed about cases of vehicles refused inspection from 2025 as follows:
Administrative violations in the field of road traffic order and safety.
At the request of the prosecuting authorities.
There is evidence of the vehicle owner falsifying vehicle documents.
There is a discrepancy between the vehicle registration certificate and the actual vehicle during inspection procedures.
Not yet performing the vehicle registration certificate renewal at the next inspection after the vehicle has been granted a modification certificate.
With the above regulations, many vehicles will be refused inspection for the following reasons:
The vehicle has been renovated but the owner has not completed the procedure to change the vehicle registration certificate.
The vehicle has been converted to a transport business (yellow license plate) but the owner has not completed the procedure to change the Vehicle Registration Certificate or vice versa.
The paint color on the vehicle registration certificate does not match the actual vehicle color.
The vehicle owner arbitrarily changes or modifies the vehicle, resulting in the actual vehicle being different from the vehicle registration certificate.
