Circular No. 47/2024/TT-GTVT of the Ministry of Transport stipulates the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; procedures for inspection of exhaust emissions of motorbikes and mopeds. The Circular takes effect from January 1, 2025.
Article 4 of the Circular stipulates the location for inspection and subjects exempted from first-time inspection as follows:
In the registration facility
The first inspection and exemption from inspection of motor vehicles and specialized motorbikes can be carried out at any inspection facility nationwide.
The inspection location is carried out at the inspection facility or outside the inspection facility; in case of inspection outside the inspection facility, it must meet the regulations.
Inspection outside the registration facility
Cases that are inspected outside the inspection facility include: Specialized motorbikes; motor vehicles (including cars and motorbikes) operating on islands without inspection facilities; motor vehicles operating in areas ensuring safety, security and national defense; motor vehicles operating only in port areas, mines and construction sites; motor vehicles performing urgent tasks of natural disaster and epidemic prevention; four-wheeled motor vehicles and four-wheeled motor vehicles for which there is no inspection facility within the permitted operating area; oversized and overloaded motor vehicles exceeding the capacity of the inspection line in terms of space and equipment at the inspection facility.
During inspection, the inspection facility must have sufficient tools and testing equipment according to the provisions of the National Technical Regulation on technical facilities and locations of motor vehicle inspection facilities, and motorcycle and motorbike emission inspection facilities (hereinafter referred to as the Regulation on inspection facilities).
The location for conducting the inspection must have: A brake efficiency and sideslip test line that meets the regulations in the National Technical Regulation on automobiles, trailers, semi-trailers, four-wheeled motorized passenger vehicles, and four-wheeled motorized cargo vehicles in technical safety and environmental protection inspection (hereinafter referred to as the Motor Vehicle Inspection Regulation) when inspecting motor vehicles; a brake test line that meets the regulations in the National Technical Regulation on technical safety quality and environmental protection for specialized motorbikes (hereinafter referred to as the Specialized Motor Vehicle Inspection Regulation) when inspecting specialized motorbikes.
Inspection outside the inspection facility is carried out at the request of the vehicle owner for cases or the periodic inspection plan of the inspection facility for cases of motor vehicles operating outside the island.
The subjects exempted from the first inspection are unused vehicles whose year of manufacture to the year of application for inspection certificate is less than 2 years (year of manufacture plus 1 year) and does not include: Modified vehicles; vehicles not in the database of manufactured, assembled and imported vehicles of the Vietnam Register.
