The Vietnam Road Administration responds to this issue as follows:
Article 32 of Decree No. 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety stipulates that foreign motor vehicles and foreigners must drive vehicles participating in traffic in Vietnam:
"Foreign motor vehicles brought to Vietnam for tourism include: Vehicles carrying people with the right handlebar or the left handlebar carrying people up to 08 seats (excluding the driver's seat), mobile home cars; two-wheeled motorbikes.
Foreign cars with a right-hand driver participating in traffic in Vietnam are not for tourism purposes as passenger cars.
General conditions for foreign and foreign motor vehicles participating in traffic in Vietnam:
Having a document approving the organization for foreigners to bring foreign motor vehicles into traffic in Vietnam.
Vietnam's international travel service business must go through the procedures for requesting approval in the cases specified in Clause 1 of this Article.
There must be an official dispatch from a diplomatic representative agency, consular agency or representative agency of an intergovernmental international organization in Vietnam to propose and clearly state the reasons for vehicles participating in traffic in Vietnam in the cases specified in Clause 2 of this Article.
Conditions for foreign motor vehicles participating in traffic in Vietnam:
Having a vehicle registration certificate and a vehicle registration plate issued by a competent authority of the country where the vehicle is registered and still valid;
Having a certificate of technical safety inspection and environmental protection for motor vehicles or equivalent documents issued by a competent authority of the country registering the vehicle is still valid for automobiles.
Conditions for foreigners driving foreign motor vehicles in Vietnam:
Having a passport, visa or document with international travel value, document with residence value in Vietnam, except in cases of visa exemption and not being admitted to the country as prescribed by law on entry, exit, transit and residence of foreigners in Vietnam.
In case foreigners enter the country unilaterally subject to visa exemption, the passport must have a validity period of at least 06 months; foreigners using electronic visas must enter the country through international border gates decided by the Government according to the provisions of the law on entry, exit, transit, and residence of foreigners in Vietnam;
Having a driving license suitable for the type of vehicle permitted to be driven, valid for use within Vietnam and still valid.
Carry out customs procedures, entry, exit, and the period allowed to participate in traffic in Vietnam:
Only temporarily import and re-export through international border gates approved by competent authorities.
must complete entry and exit procedures according to the provisions of law on entry, exit, transit and residence of foreigners in Vietnam.
Customs procedures must be carried out, temporarily imported and re-exported according to the provisions of customs law right at the border gate for entry and exit.
The maximum period allowed to participate in traffic in Vietnam must not exceed the period of the entry visa granted or the entry visa exemption for foreigners entering Vietnam according to the provisions of law on entry, exit, transit, and residence of foreigners in Vietnam from the date of approval.
In case foreigners or foreign motor vehicles cannot leave Vietnam due to an unpredictable incident and cannot be immediately fixed even if necessary measures have been applied within their capabilities, they will be retained in Vietnam for no more than 10 days and must carry out procedures according to the provisions of Point c, Clause 4, Article 33 of this Decree.
