In October 2025, the Ministry of Construction submitted a draft Decree amending and supplementing a number of articles of Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating driver training and testing activities.
In particular, the Ministry of Construction proposed to amend and supplement the procedures for approving the operation of the driving practice ground to test motorbike drivers as follows:
Organizations and individuals with driving practice grounds must send 01 set of documents via postal service or electronic document to the Provincial or Municipal Police requesting inspection and approval to use driving practice grounds for motorbike driving testing; the documents include:
The document proposes to approve the operation of the driving practice ground for motorbike testing according to Form No. 01 prescribed in Appendix XVIII attached to this Decree.
drawings of the overall layout, design documents of the test size, and types of motor vehicles used for testing.
Within no more than 02 working days from the date of receipt of the dossier, the Provincial or Municipal Police shall check the completeness of the dossier; in case of incompleteness, they shall instruct the organization or individual to complete it according to regulations; within no more than 03 working days from the date of receipt of complete documents according to regulations, organize the inspection of the driving practice ground and make a record according to the form prescribed in Appendix XIX attached to this Decree and issue a decision approving the operation of the driving practice ground to test motorbike drivers eligible for operation according to the form in Appendix XX attached to this Decree.
In case of not granting, a written response must be given stating the reason.
Within 05 working days from the date of issuance of the Decision approving the operation of the driving practice ground for motorbike testing, the Provincial and Municipal Police must report to the Traffic Police Department in writing for monitoring and management.
The return of results is done via the postal service; in case of returning electronic results (with two-way code (QR), the provincial and municipal police will post the results on the Electronic Information Page for organizations and individuals to print or save on electronic devices, and relevant agencies will retrieve information about the approval of the driving practice ground to test motorbike drivers".
Regarding the process of managing driver training and testing, the Ministry of Construction said that after 06 months of implementing Decree 160/2024/ND-CP, units issued 05 new driver training licenses; the total number of driver training facilities nationwide is: 374 units.
Issued 1,000 new driving practice licenses; currently the total number of driving practice vehicles nationwide is: 39,199 units.
Issued 500 new driving practice teacher certificates; currently the total number of driving practice teachers nationwide is: 35,880 teachers;
Regarding driver testing activities:
Organize inspections and re-issued testing licenses to 164 type 1 and type 2 testing centers; 156 type 3 driving testing centers and 120 driving practice courts to organize motorbike driving testing according to the provisions of Decree No. 160/2024/ND-CP. Currently, there are 320 testing centers (164 testing sites 1.2; 156 testing sites 3) and 120 driving practice sites to test qualified motorbike drivers.
