Previously, the issue of state management of driver's testing was managed by the Ministry of Transport (now the Ministry of Construction). Currently, this issue has been transferred to the Ministry of Public Security.
In order to synchronize the legal system, in October 2025, the Ministry of Construction submitted a draft Decree amending and supplementing a number of articles of Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating driver training and testing activities.
Accordingly, in Article 36 of the draft Decree, the Ministry of Construction proposes to stipulate the related responsibilities of the Ministry of Public Security in this matter as follows:
Unify the management of driving testing activities according to the provisions of this Decree.
The Ministry of Public Security directs the Traffic Police Department:
Organize inspections and handle violations of the implementation of regulations on driver testing activities of this Decree.
Every year or suddenly organize inspections of the granting of testing licenses by the Provincial and Municipal Police for road motor vehicle testing centers, and the approval of driving practice grounds for testing motorbike drivers.
Every year or suddenly organize inspections of testing centers that have been granted testing licenses for compliance with the provisions of the National Technical Regulation on road motor vehicle testing centers.
Announce and update the list of driving test centers that are granted testing licenses or have their licenses revoked on the Electronic Information Page.
Build and maintain a management information system, connected transmission lines, and software to organize exams at the police of provinces and cities; connect and receive the transfer of driver training data from the Ministry of Construction to organize exams at the police of provinces and cities and manage driver databases.
Build and maintain an information system and transmission lines to connect, store monitoring data to serve the management, inspection, handling of violations and synthesis and reporting.
The Traffic Police Department shall build and maintain an information system and transmission lines to receive and store survey monitoring data specified in Clause 5, Article 24 of this Decree before January 1, 2027.
The Traffic Police Department shall issue and reissue driving licenses for type 1 and type 2 driving tests electronically before December 31, 2027.
The Ministry of Public Security directs the provincial and municipal police to:
Organize the implementation of regulations on driving tests of this Decree.
Announce and update the list of driving test centers that are granted or revoked under the management scope on the Electronic Information Page of the Provincial and Municipal Police.
Connecting with the Traffic Police Department to maintain information systems and communication lines to receive and store survey monitoring data to serve the management, inspection, handling of violations and synthesis and reporting.
Document archiving: list of issued with inspection records for licensing, testing licenses with inspection records for granting licenses and decisions approving the operation of driving practice grounds for testing drivers without a time limit.
Provincial and municipal police shall build and maintain information systems and transmission lines to receive and store survey monitoring data specified in Clause 5, Article 24 of this Decree before January 1, 2027.
The provincial and municipal police shall issue and reissue a type 3 driving test certificate, approve and re-approve the driving practice ground for testing motorbikes by electronic means before December 31, 2027.
