The Ministry of Finance submitted a draft Decree regulating the standards and norms for the use of new cars to replace Decree No. 72/2023/ND-CP dated September 26, 2023.
Article 8 of the draft stipulates the scope, subjects of use and the authority to decide on the number of cars for general work.
Accordingly, secretaries, chairmen of People's Councils, and chairmen of People's Committees at the commune level are allowed to use cars for general work to perform the duties and tasks assigned by the unit (not used for transportation and pick-up from the place of residence to the agency and vice versa).
Along with commune-level titles, the following titles are also used for general work, including:
Director, department head and equivalent; deputy director, deputy department head and equivalent.
Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Deputy Head of the National Assembly Delegation of the province or centrally-run city (except for Hanoi City, Ho Chi Minh City); equivalent titles and positions.
Director, Deputy Director of the department and equivalent at the provincial level.
Cadres, civil servants, public employees, and workers assigned to perform specific tasks of the unit; the list of specific tasks is specifically regulated in the Regulations on management and use of public assets of the unit.
The draft stipulates that cars for general work are cars with one bridge or two bridges, with up to 16 seats (including pickup trucks) to serve the general work of the unit (including units under or directly under the unit), not on the list of specialized cars.
When necessary due to work requirements, heads of agencies, organizations, units, and state-owned enterprises decide to allow cadres, civil servants, public employees, and workers outside the prescribed subjects to use cars for general work to go on business trips.
These subjects are arranged cars for general work or charter cars or rent car services when on business trips. The contract for funding for car use and car rental services is implemented according to regulations.
In addition to the number of cars identified according to regulations, ministries, central agencies, provincial Party committees, city Party committees, and provincial People's Committees (after consulting with relevant agencies according to the Working Regulations of provincial and municipal Party committees), consider and decide on the number of pickup trucks, cars with 12 - 16 seats for additional equipment for units under the management of ministries, central and local agencies assigned to carry out forest ranging, forest fire prevention, agricultural disease prevention, border patrols, service to meritorious people, social protection, boundary arrangement, basic investigation of geology and minerals, environmental model monitoring, market management, welcoming cadres, civil servants, and workers from workplaces with a distance of 20 km or more to ensure efficiency and save.
