The Ministry of Public Security is sending the Ministry of Justice for review of the draft (third time) Decree on administrative sanctions for violations of traffic order and safety (TTATGT) in the field of road traffic; deduction of points, restoration of driving license points.
Article 7 of the draft stipulates penalties and deduction of driving license points for drivers of motorbikes, mopeds, and similar motorbikes and similar motorbikes (motorbikes) who violate road traffic rules.
Accordingly, the authorities will impose a fine of 100,000 to 200,000 VND on motorcyclists who commit one of the following violations:
Failure to comply with traffic signs and road markings.
No signal before overtaking or no overtaking signal during overtaking.
Not keeping a safe distance to avoid collision with the vehicle in front or not keeping the distance as prescribed by the sign "Minimum distance between two vehicles".
Changing direction without giving the right of way to: Pedestrians, wheelchairs of the disabled crossing the road at a crosswalk; non-motorized vehicles traveling on the roadway reserved for non-motorized vehicles.
Changing direction without giving way to: Vehicles going in the opposite direction; pedestrians, and non-motorized vehicles crossing the road where there are no pedestrian crossings.
Reversing a three-wheeled motorcycle without looking to the sides and rear of the vehicle or without giving a reverse signal.
Carrying people in the car using an umbrella.
Failure to comply with the regulations on giving way at intersections.
Changing lanes in an unauthorized place or without signaling or changing lanes in violation of the regulations “each lane change is only allowed to move to one adjacent lane”.
Drive in a row of 3 or more vehicles.
Do not use lighting from 6:00 p.m. the previous day to 6:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility.
Avoiding vehicles in violation of regulations; using high beams when avoiding oncoming vehicles (except in cases where the median strip has anti-glare capabilities); not giving way to oncoming vehicles as prescribed in narrow roads, steep roads, or places with obstacles.
Honking from 10:00 p.m. the previous day to 5:00 a.m. the following day in densely populated areas and medical examination and treatment facilities, except for priority vehicles on duty as prescribed.
Vehicles with priority rights install or use priority signaling equipment that is not in accordance with regulations or use priority signaling equipment without a license issued by a competent authority or have a license issued by a competent authority that is no longer valid according to regulations.
Turn around where no U-turns are allowed.
Driving below the minimum speed on roads with a minimum speed limit.
