Voters propose that competent authorities study reducing procedures when handling insurance claims.
Responding to this issue, the Ministry of Finance said that the Government has issued Decree No. 67/2023/ND-CP on compulsory insurance, including compulsory civil liability insurance (TNDS) of motor vehicle owners (including motorbike insurance), thereby inheriting and supplementing many new regulations to simplify compensation procedures and ensure the rights of insurance buyers, typically as follows:
Regarding insurance premiums: Adjusted to allow insurance premium reductions of up to 15% for vehicles with low compensation history or accident history of the vehicle owner.
Regarding the level of responsibility: Most have been significantly increased. For motorbikes under 50cc: The insurance premium is 55,000 VND. In case of an accident causing damage to the health or life of a third person, the maximum amount that the insurance company must compensate for one person in an accident is 150 million VND, 2,727 times higher than the insurance premium.
Regarding the responsibility of insurance companies to resolve customer benefits:
A 24/7 hotline must be set up to promptly receive accident information, provide guidance, and answer questions for vehicle owners. Calls to the hotline must be recorded to ensure the rights of vehicle owners.
Upon receiving notification of an accident, within 1 hour, the claim file and procedures must be provided; within 24 hours, the loss assessment organization must determine the cause and extent of the loss as a basis for settling insurance claims.
Within 3 working days from the date of receiving the vehicle owner's notification of the accident, the insurance company must make an advance payment for compensation for damage to health and life, even in cases where it has not been determined that the accident is within the scope of compensation for damages.
Collect insurance claim documents including relevant documents from the police and appraisal records.

The documents that the insurance buyer and the insured are responsible for collecting include: Claim documents; documents related to the motor vehicle and driver; documents proving damage to health, life, and property; Court decisions (if any).
The documents that the insurance company is responsible for collecting include: Copies of relevant documents from the police agency in accidents causing death to third parties and passengers or in cases where it is necessary to verify that the accident was caused entirely by the fault of the third party; appraisal report of the insurance company or the person authorized by the insurance company.

In 2024, the Ministry of Finance will conduct inspections, including inspections of the implementation of compulsory motor vehicle insurance for 4 non-life insurance enterprises and a thematic inspection of compliance with legal regulations on civil liability insurance for motorbike owners for 08 non-life insurance enterprises.
Through inspection and examination, if an insurance company is found to be violating regulations, the Ministry of Finance will strictly handle it according to the provisions of law; for difficulties and problems regarding mechanisms and policies in implementing compulsory civil liability insurance of motor vehicle owners (Decree No. 67/2023/ND-CP has just been issued).
The Ministry of Finance will synthesize and coordinate with agencies to review, research and perfect mechanisms and policies, and report to competent authorities for appropriate adjustments according to regulations.
