The Ministry of Finance is seeking opinions on the draft Decree stipulating standards and norms for the use of public cars.
According to the draft, some commune-level positions will continue to be allocated cars to serve general work, including Chairman of the Commune-level Fatherland Front Committee, Vice Chairman of the Commune People's Council, Vice Chairman of the Commune People's Committee and equivalent positions or higher.
However, these positions are only allowed to use vehicles for general work and are not allowed to use public vehicles to pick up and drop off from their residence to their workplace and vice versa.
Regarding the purchase price of cars for general work, Article 19 of the draft stipulates a maximum price of 950 million VND/car.
In case it is necessary to equip a 7- or 8-seater two-wheeled vehicle, it should not exceed 1.6 billion VND/vehicle for the vehicle.
In addition to the commune level, the draft also proposes to adjust the standards for public vehicles serving general work at Party agencies, ministries, branches, and localities. For specific tasks such as inspection and supervision within the Party; disaster prevention and control, epidemics; search and rescue; anti-smuggling, trade fraud; foreign affairs and international guest reception..., agencies are allowed to equip some large capacity vehicles at higher prices.
Each agency under the Party Central Committee, each ministry, central agency and each province and centrally-run city is equipped with one vehicle with a maximum price of 4.5 billion VND and two vehicles with a maximum price of 3.2 billion VND to serve special tasks.
For ministries and central agencies with a scale of 15,000 to 20,000 staff, the draft allows adding one more vehicle with a maximum price of 3.2 billion VND.
For localities, the draft proposes that provinces and cities with a natural area of over 9,000 km2 be supplemented with one additional vehicle for general work with a maximum price of 3.2 billion VND. According to the Ministry of Finance, after implementing the arrangement of provincial-level administrative units, there are currently about 16/34 provinces and cities with an area of over 9,000 km2. If the new regulations are applied, the number of vehicles increased is expected to be about 16 vehicles nationwide.
Explaining the adjustment of public car prices, the Ministry of Finance said that the prices of car lines on the market today have increased significantly compared to the time of promulgation of previous regulations. Through surveys, the price of the car group that was previously regulated at a maximum of 2.8 billion VND/car has now increased by an average of about 11.23%, equivalent to a new price of about 3.2 billion VND/car.
The Ministry of Finance also believes that the addition of vehicles based on the criteria of staffing and natural area is to suit the reality after the process of arranging and consolidating agencies and units. When the scale of organization and management scope increases, the need to serve inspection, supervision, and direction and administration is also greater, requiring adjustments to the norms for public vehicles to meet task requirements.
