The Department of Justice of Quang Ngai province recommends the issuance of the National Technical Regulation on the Road Motor Vehicle Testing Center (QCVN 40:2024/BGTVT) as follows:
Clause 2.2.7 of the Regulation issued with Circular No. 49/2024/TT-BGTVT stipulates the C-class vehicle testing standards.
Grade C testing vehicles are trucks with a total designed weight of 11,000 kg or more, with a total length of 8 m or more, a total width of 2.2 m or more, a wheelbase of 4.2 m or more, and the minimum rotation radius along the front wheel of the outside is 7.2 m or more.
Thus, to meet this standard, the Testing Centers must purchase new vehicles, in the form of a class C exam, resulting in additional costs for each testing center from 5 to 7 billion VND.
The Quang Ngai Department of Justice proposed to adjust the Class C testing vehicle standard in the direction of:
Grade C vehicles are trucks with a total designed weight of 8,500 kg or more, with a total length of 7.3 m or more, a total width of 1.9 m or more, a wheelbase of 4.0 m or more, and the minimum rotation radius along the front wheel of the outside is 7.0 m or more.
After studying, the Ministry of Construction gave the following opinion:
On November 15, 2024, the Minister of Transport (now the Ministry of Construction) issued Circular No. 49/2024/TT-BGTVT on promulgating QCVN 40:2024/BGTVT.
In Decree No. 02/2025/ND-CP dated February 18, 2025 of the Government regulating the functions, tasks, powers and new organizational structure of the Ministry of Public Security, from March 1, 2025, the Ministry of Public Security will perform the function of state management of road driving test and issuance of Road Motor Vehicle Driving licenses and up to now, the Ministry of Public Security is temporarily using QCVN 40:2024/BGTVT issued by the Ministry of Transport in the process of building a new QCVN of the Ministry of Public Security for application.
Based on the proposal of the Ministry of Public Security in document No. 3869/BCA-C08 dated August 25, 2025 on collecting opinions from ministries and branches on the content of the draft Circular promulgating National Technical Regulations on Road Motor Vehicle Driving Test Centers.
On September 20, 2025, the Ministry of Construction issued Document No. 10214/BXD-KHCNMT&VLXD to contribute opinions to the Ministry of Public Security, including a recommendation for the Ministry of Public Security to review the content related to the technical specifications of the vehicle.
The Ministry of Construction requested the Department of Justice of Quang Ngai to continue studying the content of the draft QCVN of the Ministry of Public Security and give opinions for the drafting agency of the Ministry of Public Security to synthesize and complete the QCVN in accordance with reality, and remove difficulties for the Testing Centers.
