Informing Lao Dong Newspaper on January 2, a representative of the Vietnam Register recommended that people not use vehicles of unknown origin.
In the coming time, the Vietnam Register (VRA) will build a software system to issue electronic inspection certificates based on comparison with vehicle registration data of the police agency, imported vehicle data and domestically manufactured and assembled vehicles of the Vietnam Register.
At the same time, data is integrated with the vehicle owner's electronic identification account and the VNeID application to simplify administrative procedures, reduce costs, and create favorable conditions for people, businesses and authorities in managing, using and controlling vehicles.
Vehicles with unclear origins (smuggled vehicles, stolen vehicles, etc.) will be refused inspection because they are not included in the vehicle registration data of the police agency, the data of imported vehicles and domestically manufactured and assembled vehicles of the Vietnam Register.
At the same time, it will detect cases of using fake vehicle registration certificates when performing vehicle inspection procedures.
In these cases, the vehicle inspection facility must enter information into the warning system and notify the local police agency for handling in accordance with the law.
Representatives of the Vietnam Register also provided additional information on certification regulations for modified motorcycles and motorbikes.
Accordingly, from January 1, 2025, people and businesses who need to modify their motorbikes and scooters can have their modified vehicles certified at motor vehicle inspection facilities nationwide.
Regarding the time of performing emission inspection of motorbikes and scooters, the Department of Registration provides the following information:
The inspection of exhaust emissions of motorbikes and mopeds is carried out according to the time of application of the provisions in the Prime Minister's Decision promulgating the roadmap for applying national technical standards and regulations on exhaust emissions of road motor vehicles circulating in Vietnam.
The Department of Registration also notes the components of the vehicle's documents that must be submitted and presented when carrying out inspection procedures as follows:
Circular No. 47 stipulates that vehicle owners must present documents on vehicle registration: Original vehicle registration certificate or certified copy or certified electronic copy of the original vehicle registration certificate or original vehicle registration certificate appointment paper. There is no provision that vehicle owners must present the original receipt of the original vehicle registration certificate from a credit institution or a copy of the vehicle registration certificate certified by a financial leasing or lending organization as prescribed by law.
Bring back the regulation that vehicle owners must present a valid Certificate of Inspection Results (original or certified copy or certified electronic copy of the original) for: Lifting equipment with a designed lifting capacity of 1,000 (kg) or more; lifting equipment with a maximum lifting height of more than 2.0 (m); tankers carrying liquefied gas, liquefied petroleum gas, compressed natural gas or liquids with a working pressure higher than 0.7 (bar) or liquids or solids in powder form without pressure but when removed, use gas with a pressure higher than 0.7 (bar) as prescribed in Decree No. 44/2016/ND-CP dated May 15, 2016 of the Government detailing a number of articles of the Law on Labor Safety and Hygiene.
"This regulation ensures that vehicle owners must comply with the provisions of Decree No. 44/2016/ND-CP, and at the same time helps ensure comprehensive inspection activities when issuing Certificates of technical safety and environmental protection inspection for vehicles installed with equipment that has strict requirements on occupational safety and hygiene" - the Department of Registration explained.
