Mr. Le Xuan Thang in Thanh Hoa province said that he has just moved his job to Hanoi, so he is not familiar with many new types of road markings.
When I arrived at the intersections waiting for red lights, I saw that the right turn lanes were painted with zigzag lines, but I didn't understand what it meant, so very few people went in," Mr. Thang shared.
Talking to Lao Dong Newspaper, lawyer Nguyen Thu Trang, Deputy Director of Heva Law Co., Ltd., said that the eye-shaped line is regulated in the National Technical Regulation QCVN 41:2024/BGTVT on road signs, effective from January 1, 2025.
According to this standard, trapezoidal lines are used to notify vehicle drivers not to stop vehicles within the boundary of the road surface where lines are arranged to avoid traffic congestion.
This type of line is often arranged at intersections handling traffic accident black spots, areas with potential accident risks, intersections with railways, in front of school gates, hospitals, medical centers or administrative centers.
In addition, grid markings are also used to determine the no-stopping area in the area of the intersection at the same level, on the entrance or exit branch of the intersection and locations on the road surface that do not allow parking.
According to lawyer Nguyen Thu Trang, many vehicle drivers currently misunderstand that the "eye slope" area is the section of road allowed to enter to wait to turn right when encountering a red light.
In fact, if the car stops in this area, the driver can still be fined.
Specifically, point a, clause 1, Article 6 of Decree 168/2024/ND-CP stipulates that car drivers who do not comply with the orders and instructions of the road marking may be fined from 400,000 VND to 600,000 VND.
For motorbikes, the act of stopping the vehicle on the grid may be fined from 200,000 VND to 400,000 VND.
In addition to the administrative fine, in case of stopping the vehicle on a rut causing a traffic accident, the car driver may also be fined from 20 million VND to 22 million VND according to the provisions of Clause 10, Article 6 of Decree 168/2024/ND-CP.
Functional agencies recommend that people when participating in traffic should pay attention to the system of traffic signs and road markings to avoid violations.
Especially at traffic-intensive intersections, stopping vehicles in hammock areas not only risks being fined but also easily causes congestion and obstructs other vehicles from circulating.
