The Ministry of Construction's document clearly states that the tense and complex developments of military conflict in the Middle East have pushed up crude oil and gasoline and oil products prices in the market, causing unpredictable fluctuations, directly affecting transportation costs, and putting great pressure on production, business and people's lives.
On March 6, 2026, the Government issued a Resolution at the regular Government meeting in February 2026, which included solutions to stabilize domestic fuel prices in the face of tensions in the Middle East region.
To proactively implement solutions to stabilize freight rates, and promptly prevent the situation of taking advantage of fuel price fluctuations to increase prices unreasonably, the Ministry of Construction requests agencies and units to implement the following contents according to their functions and tasks:
For People's Committees of provinces and cities, direct the Department of Construction to preside over and coordinate with relevant agencies and units: Closely monitor the impact of fuel prices (gasoline, oil) on transportation fares in the area, especially passenger and essential goods transportation fares; guide businesses to declare fares according to the provisions of Article 28 of the Price Law No. 16/2023/QH15, Article 14 of Decree No. 85/2024/ND-CP dated July 10, 2024 of the Government detailing a number of articles of the Price Law and other relevant legal regulations, ensuring accuracy and sufficiency.
Strengthen inspection of declaration, listing and selling at listed prices of transport business units in the area, focus on inspecting units with large price increases, strictly handle violations (if any) according to regulations; absolutely do not allow the situation of taking advantage of fuel price fluctuations to increase prices unreasonably to occur.
Direct transport business units in the area to strictly implement regulations on declaration, listing and selling at listed prices; absolutely do not take advantage of fuel price fluctuations to increase prices unreasonably.
Implementing review and optimization of transport operation organization plans, arranging vehicles suitable to actual needs, limiting the situation of empty vehicles to save fuel, improve vehicle efficiency; and at the same time strengthening the application of science and technology, digital transformation in management and operation to improve business efficiency.
Promote the conversion of vehicles to using electricity, clean energy, and reduce dependence on fossil fuels.
For specialized management departments, closely monitor the impact of fuel prices (gasoline, oil) on freight rates, especially freight rates for passengers and essential goods; guide enterprises under management authority to declare freight rates according to the provisions of Article 28 of the Price Law No. 16/2023/QH15, Article 14 of Decree No. 85/2024/ND-CP dated July 10, 2024 of the Government detailing a number of articles of the Price Law and other relevant legal regulations, ensuring accuracy and sufficientness.
Strengthen inspection of declaration, listing and selling at listed prices for transport units under management authority, focus on inspecting units with large price increases, strictly handle violations (if any) according to regulations; absolutely do not allow the situation of taking advantage of fuel price fluctuations to increase prices unreasonably to occur.
Direct transport units under management to strictly implement regulations on declaration, listing and selling at listed prices; absolutely do not take advantage of fuel price fluctuations to increase prices unreasonably.
Direct units that are implementing service prices according to the price framework issued by the state, encourage price reductions, and apply floor prices to services that are less or no affected by gasoline and oil fuel price increases.
Continue to monitor fuel price developments and impacts on transport service prices, promptly summarize, report and propose appropriate management solutions to limit negative impacts on transport activities and people's lives.
