According to the reflection of Ms. N.V.K. L in Ho Chi Minh City, in Appendix I of Circular No. 36/2024/TT-BYT on health standards for drivers and specialized motorbike drivers, one of the conditions that does not meet the standards is the disorder of recognizing 3 basic colors: red, yellow, green.
Ms. L asked, is the above regulation understood as that person must be completely disordered in all 3 basic colors (i.e., not recognizing both red, yellow and green), or is it only a disorder in recognizing 1 of the 3 colors that falls into the case of "disorder in recognizing 3 basic colors"?
Regarding this issue, the Ministry of Health answers as follows:
According to Appendix I of Circular No. 36/2024/TT-BYT dated November 16, 2024 of the Minister of Health regulating health standards, health checks for drivers and specialized motorbike drivers; periodic health checks for car drivers; database of health of drivers and specialized motorbike drivers, people with one of the following medical conditions are not eligible to drive according to the corresponding vehicle classes: "Disorder of recognizing 3 basic colors: red, yellow, green", understood as disorder of 1 in 3 colors is not eligible to drive.
