The Ministry of Transport is submitting a dossier for appraisal of the draft Decree regulating driver training and testing activities. The draft Decree will take effect from January 1, 2025.
According to the new draft, driving practice cars and testing cars for classes B and BE have a lifespan of no more than 25 years (calculated from the year of manufacture).
Regarding the current status of the age limit of driving practice vehicles and testing vehicles in the draft report, the Ministry of Transport said that the age limit of driving practice vehicles and testing vehicles is as follows:
According to current regulations, Article 40 of the Law on Road Traffic Order and Safety stipulates the term of use of cargo vehicles and passenger vehicles with a permitted capacity of 9 or more people (excluding the driver).
Accordingly, driving practice vehicles and testing vehicles used for driving instruction and testing of classes C1, C, D1, D2 and D are in the group of vehicles that must comply with the requirements on age of use.
In fact, the proportion of driving practice vehicles used to teach classes C, D and E (equivalent to classes C1, C, D1, D2 and D) accounts for 15% of the total number of driving practice vehicles, the remaining 85% of driving practice vehicles are class B, approximately 32,000 class B vehicles that are not subject to the age limit for automobiles, and the proportion of testing vehicles used to teach classes C, D and E (equivalent to classes C1, C, D1, D2 and D) accounts for 28% of the total number of testing vehicles, the remaining 72% of testing vehicles are class B, approximately 2,424 class B vehicles, while vehicle drivers do not have adequate vehicle control skills, so their ability to handle situations with old vehicles is weak, leading to the potential risk of causing traffic accidents during driving practice; Therefore, it is necessary to review regulations on the age limit of driving practice vehicles and class B testing vehicles to modernize facilities in driver training and testing activities, ensure the rights and interests of learners and test takers, and contribute to enhancing traffic safety and order.
Through analysis of existing practice and testing vehicles: Class B practice vehicles over 25 years old are approximately 6,000 vehicles, accounting for 30% of Class B vehicles, and testing vehicles over 25 years old are 100 vehicles, accounting for 8% of Class B vehicles.
Thus, if the new draft is passed, from 2025, more than 6,000 driving practice vehicles and 100 testing vehicles may be stopped due to being overdue.
