Phu Tho Provincial Police said that according to regulations from August 15, drivers of cars with white license plates, not registered for transport business but used to transport passengers or goods for money, may be fined up to 12 million VND.
Vehicle owners who are individuals may be fined up to 26 million VND. The fine for organizations may be up to 52 million VND.
To avoid affecting business operations, the Traffic Police Department of Phu Tho Provincial Police requests organizations and individuals to proactively carry out procedures for changing license plates according to regulations.
Vehicle owners can use level 2 electronic identification accounts to online declare part of the procedures for re-issuance of Vehicle Registration Certificates and license plates on the Public Service Portal of the Ministry of Public Security. After that, people can choose a convenient vehicle registration point to carry out the next steps.
When carrying out procedures, organizations and individuals need to prepare relevant documents. The dossier includes a copy of the Automobile Transport Business License; vehicle lease contract, business cooperation contract or investment capital contribution in case the vehicle is owned by another individual or organization.
In addition, the dossier needs a letter of introduction to the organization; a power of attorney if the person performing the procedure is not the vehicle owner; an official letter of release of mortgage for vehicles being pawned or mortgaged at banks or credit institutions and related documents according to each case.
Vehicle owners must return the original Vehicle Registration Certificate and old license plate according to regulations.
In the coming time, the Traffic Police Department will continue to coordinate with vehicle registration points of commune-level police to arrange officials to receive dossiers, prepare license plates and necessary conditions. This is to facilitate organizations and individuals to carry out procedures for rapid and proper exchange.
