The electronic information portal of the Department of Environment publicly posted the opinion of the Ministry of Agriculture and Environment on emission regulations for motorbikes in circulation.
The Ministry believes that this is a regulation related to the large number and types of motorbikes, directly affecting the majority of people, so more time is needed to assess the impact, as well as develop a roadmap for application and facilities for emission inspection.
Previously, Deputy Prime Minister Tran Hong Ha held a meeting on developing National Regulations on emissions of road motor vehicles in circulation.
The Deputy Prime Minister directed that the Ministry of Agriculture and Environment develop and submit to the Prime Minister a roadmap for applying QCVN on emissions to motorbikes in circulation in April 2025.
To urgently complete and issue emission QCVN for road motor vehicles in circulation, the Deputy Prime Minister also requested the Ministry of Agriculture and Environment to study and fully assess the political basis, legal basis and practical basis for developing and promulgating QCVN on emissions and roadmap for applying QCVN on emissions for road motor vehicles.
The Deputy Prime Minister assigned the Ministry of Construction to direct the Vietnam Register to urgently provide information and data on automobile emission inspection to the Ministry of Agriculture and Environment for the Ministry of Agriculture and Environment to study and serve as a basis for developing and completing the above QCVN.
The Ministry of Construction shall preside over and coordinate with the Ministries of Public Security, Justice, Agriculture and Environment to work with the People's Committees of Hanoi and Ho Chi Minh City to calculate plans to limit vehicles with high emissions in areas at high risk of environmental pollution, especially pollution by emissions.
The Ministry of Construction shall issue or submit to competent authorities to issue policies to encourage the development of public passenger transport and the conversion of vehicles to green means of transport.
The Ministry of Science and Technology continues to closely coordinate with the Ministry of Agriculture and Environment and relevant agencies according to the assigned functions and tasks in the process of developing and promulgating QCVN and roadmap for applying QCVN on emissions for road motor vehicles in circulation.
