The Department of Roads has just issued an official dispatch on the implementation of a plan to coordinate general inspection, control, and handling of violations of traffic safety and road transport activities for passenger transport vehicles.
According to the Vietnam Road Administration, in the first 11 months of 2025, traffic accidents involving passenger cars accounted for 5.79% of all traffic accidents.
A typical example is the case of a passenger car with license plate 43F-007.76 registered for a contract vehicle business type but running a fixed route, causing a traffic accident that killed 10 people and injured 14 people on July 25, 2025 on National Highway 1A in Ha Tinh.
In particular, on December 9, 2025, at km71+200 on the Da Nang - Quang Ngai expressway (through Tam Xuan commune, Da Nang city), a particularly serious traffic accident occurred between a 16-seat passenger bus with license plate 29B - 081.62 and a tractor-trailer, killing 04 people and injuring 08 others.
In that situation, under the direction of the Ministry of Public Security and the Ministry of Construction, on December 9, 2025, the Traffic Police Department chaired and coordinated with the Vietnam Road Administration to issue plan No. 7845/KH-CSGT-CBVN on general inspection, control, and handling of violations of traffic laws and road transport activities for passenger transport vehicles.
In the coordination plan, working groups are established chaired by the Traffic Police Department, the Vietnam Road Administration and the Department of Construction participate in inspecting and controlling passenger transport vehicles on expressways managed by the Traffic Police Department, including:

For the Departments of Construction of Hanoi, Lao Cai, Bac Ninh, Hung Yen, Hai Phong City, Quang Ninh, Ninh Binh, Nghe An, Ha Tinh, Da Nang City, Quang Ngai, Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City, Dong Thap:
Urgently arrange 1 officer from the Transport Management Department to directly participate with the Working Group of the Traffic Police Department at the inspection points, directly coordinate on the management of passenger transport business activities with the Working Group of the Traffic Police Department.
To promptly deploy, it is recommended that officers of the Department of Construction contact representatives of the Working Groups of the Traffic Police Department to join the delegation. The list and specific locations are as follows:
Due to the plan implementation period of 10 days, if required by professional work, the Department of Construction can assign additional officers to take turns performing the task.
The Department also assigned the leaders of the Transport Management Department to be responsible for providing information, records, and data on transport business for inspected vehicles; periodically daily compile a list of vehicles that were handled for violations, recommendations provided by the Working Group of the Traffic Police Department to compare with regulations on road transport activities, propose to revoke badges, revoke transport business licenses according to regulations and report to the leaders of the Department and the Vietnam Road Administration according to regulations.
Regularly exchange information with the Vietnam Road Administration and the Traffic Police Department to propose management solutions or propose to remove difficulties and obstacles when coordinating with the Working Group to handle violations by passenger vehicles.
Contact relevant Departments of Construction or report to the Vietnam Road Administration in case coordination with other Departments is needed.
