Article 21 of Circular 12/2025/TT-BCA of the Ministry of Public Security (effective from March 1) stipulates the change of driving licenses as follows:
Implementation procedures:
Individuals must prepare a set of documents according to regulations and send them directly to the commune police station where the reception point is located or the traffic police department or send them via the online public service system.
In case of submitting the application directly, the individual must take a photo directly at the place of receiving the application and must fulfill the obligation to pay the fee when receiving the application.
In case of submitting the application via the online public service system, the individual must declare according to the instructions. Citizens must be responsible for the accuracy and legality of the declared content and must fulfill their obligation to pay the driver's license renewal fee through the payment function of the online public service system according to regulations.
The traffic police department or the commune police where the dossier inspection point is located. When receiving the driver's license, the police look up information about the driver's license from the driver's license information system.
In case there is no information, there must be a written request to verify the issued driving license according to the form (until there are no results of driving license verification, the request has not been resolved).
The police look up database software on road traffic order and safety or look up driver violations through electronic identification accounts.
In case the driving license is not subject to change, it must be notified of not receiving the application.
In case the application is not in accordance with regulations, individuals will be instructed on the contents that need to be supplemented or amended within 2 working days from the date of receipt of the application.
The traffic police department or the commune police where the reception point is located will enter electronic information; print the results appointment form or send the appointment information via the public service system.
Within 1 working day, from the date of receiving a complete and valid dossier, the traffic police department will forward data to the Traffic Police Department for centralized management and issuance of driving licenses. The police will integrate the driver's license into the electronic data system and electronic identification account within 3 working days from the date of receiving a complete and valid application.
The Traffic Police Department organizes the printing and return of driving licenses within 5 working days from the date of receiving a complete and valid dossier.
The return of driving licenses is done at the traffic police department or commune police station where the reception point is arranged or through the postal service at the request of the individual.
In case of submitting an application via the online public service system, the driver's license will be returned to the correct individual who changes the driver's license.
When receiving a driving license, the driver is responsible for submitting the issued driving license to the driving license issuing agency for destruction according to regulations, except in the case of changing the driving license to a person with an integrated driving license who is in the process of having his/her driving license revoked.

The dossier for changing a driving license includes:
Proposal to change driving licenses according to the form prescribed in this Circular.
The health certificate of a driver issued by a medical examination and treatment facility that meets the standards prescribed by law on medical examination and treatment is still valid (except for people with driving licenses of classes A1, A, B1).
The passport is still valid (for foreigners and Vietnamese people residing abroad).
