The Ministry of Construction is seeking opinions on the draft Circular amending and supplementing a number of articles of Circulars in the field of road inspection. The draft is being consulted until October 18. One of the notable points is that the Ministry proposes to use VNEID instead of paper documents.
According to the Ministry of Construction, the issuance of the revised Circular is necessary to simultaneously resolve the requirements for state management and the practical implementation of inspection activities.
Specifically: Implement administrative reform and apply information technology: Realize the policy of digitalizing administrative procedures, reduce the burden of documents for people and businesses, especially through exploiting data from Electronic identification Accounts (VNeID) and connecting and sharing specialized data.
Draft and supplement Clause 4, Article 7 of Circular No. 45/2024/TTBGTVT dated November 15, 2024 of the Minister of Transport as follows:
For the documents specified in Clause 1 of this Article that have been integrated into an electronic identification account with a level 2 or higher, organizations and individuals do not have to submit these documents.
Amend and supplement Clause 3 and Point b, Clause 4, Article 8 as follows:
Within 30 days from the date of receiving a complete dossier as prescribed, the Vietnam Register shall notify and organize an assessment of the professional performance of the inspector for the professional work of motor vehicle inspection or notify the organization or individual according to the form prescribed in Appendix IX issued with this Circular when the dossier does not meet the requirements.Individuals are evaluated by a higher-level inspector or a corresponding-level inspector with a minimum of 36 months of experience.The results of the assessment are recorded in the record of the assessment of inspectors according to the form prescribed in Appendix IV issued with this Circular.
Amend and supplement Point b, Clause 4, Article 8 as follows:
For professional work in inspecting emissions of motorbikes and mopeds, within 05 working days from the date of receiving a complete dossier as prescribed, the Vietnam Register shall issue a new inspector certificate according to the form prescribed in Appendix VII issued with this Circular when the dossier is eligible or notify the organization or individual according to the form prescribed in Appendix IX issued with this Circular when the dossier is not eligible.
Amend and supplement Point a, Clause 4, Article 9 as follows:

Amend and supplement Clause 4, Article 12 as follows:
Within 05 working days from the date of receiving a complete dossier as prescribed, the Vietnam Register shall reissue an inspector certificate according to the form prescribed in Appendix VII issued with this Circular when the dossier is eligible or notify the organization or individual according to the form prescribed in Appendix IX issued with this Circular when the dossier is not eligible.
Supplement Appendix IX of Circular No. 45/2024/TT-BGTVT according to the form of Appendix I issued with the Circular amending and supplementing circulars in the field of road inspection.
