Specifically, on November 16, 2025, when his Focus 30G-818xx (belonging to Ford) expired, he took the car to the inspection center for inspection and was informed that there were 2 unresolved fines. The owner of the car was very surprised because before that, he often checked without seeing any violations, and at the same time did not send any notice or documents to his house even though the car was under the owner's name.

Talking to a reporter from Lao Dong Newspaper, Mr. N.T.N, who directly brought the Focus 30G-818xx car to the inspection, said that to clarify the incident, the owner of the car went to Road Traffic Police Team No. 8 (Traffic Police Department, Hanoi City Police) to ask for support in the inspection and the results showed that it was not his car's fault at all. Specifically, 1 Kia vehicle violated the speed limit, and 1 Hyundai vehicle violated the red light limit. Both of them had license plates that matched his license plate. The owner said he was very worried, because if the vehicle had a fake license plate and continued to violate traffic laws, he would have to face many problems.
Regarding the case, lawyer Duong Van Mai - Bach Duong Law Firm (Hanoi Bar Association) said: According to the law on administrative sanctions for violations in the field of road traffic, cases of "cold fines" are detailed in Circular 73/2024/TT-BCA dated December 15, 2024, effective from January 1, 2025. Accordingly, in cases where the authorities cannot stop the violating vehicle, the handling procedures are stipulated in Article 24 of Circular 73.
Within 10 days from the date of detection of the violation, the competent person to impose a fine of the police agency where the violation is detected must:
Determine information about vehicles, vehicle owners, organizations and individuals involved through vehicle registration agencies, the National Population Database and relevant agencies.
Sending a notice requesting the vehicle owner or related individual to work at the police station where the violation was discovered, or the police station of the commune or ward where the vehicle is residing if travel is difficult. Notice can be sent in writing or electronically on the VNeTraffic App when technically qualified.
At the same time, update information on violations (vehicle type, license plate, time, location, violation behavior...) to the Traffic Police Department's website and VNeTraffic App for people to look up.
At Point a, Clause 5, Article 24 stipulates: In case the vehicle owner does not come to work after 20 days, the police where the violation is detected must "send a warning to the vehicle inspection agency, the vehicle registration agency and update the status of the sent warning notice".
In the case of the above-mentioned vehicle owner, before going to the inspection, he checked the fine but did not see any information about the violation. Based on the regulations, the competent authority's failure to update and not send notices is not in accordance with the provisions of Circular 73.
Regarding the camera recording two violations with his license plate, even though it is not his vehicle, the vehicle owner has the right to complain or file a lawsuit for the authorities to consider, handle, and remove the violation.
Regarding whether for some reason a Kia or a Hyundai car uses the same license plate number as his vehicle, the verification responsibility belongs to the management agency, license plate registration agency and the document entry department. If this is a case of using a fake license plate, the authorities will have to investigate and clarify.
