Commenting on the draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (abbreviated as motorbikes) participating in road traffic, the Ministry of Construction said that the control will have a huge social impact, the number of vehicles will be greatly affected.
In order for the inspection of emissions of motorbikes and mopeds to take place smoothly, limiting impacts affecting people's lives, the Ministry of Construction believes that it is necessary to set a suitable roadmap; prioritize the application in large cities with high risk of air pollution; carry out pre- control for motorbikes and mopeds with high age and risk of pollution; then expand the scope and implement emission control.
The Vietnam Association of Motorcycle Manufacturers recommends that the Ministry of Construction and the Ministry of Agriculture and Environment promptly amend and issue detailed regulations related to conditions for inspection facilities to ensure time for dealers and apply for certificates of eligibility for emission inspection activities.
To encourage widespread participation from society, this Association believes that regulations should be flexible and make the most of existing resources at dealers, specifically:
Regarding human resources: It is advisable to take advantage of skilled technicians with 6 months or more practical experience; trained and certified by companies and inspection offices instead of being required to have a technical intermediate degree.
Regarding equipment, it is necessary to promptly issue detailed regulations on emission measurement equipment, and at the same time allow the common use of the emission inspection area with other areas.
The Department of Agriculture and Environment of Da Nang Proposes to supplement regulations on policies to support people with vehicles that do not meet emission standards such as: policies to recall old vehicles and change new vehicles; incentives for low-interest loans to buy electric vehicles and environmentally friendly vehicles.
Develop a national communication plan and program in parallel to raise public awareness of air pollution and the role of emission control.
In the draft sent to the Ministry of Justice for appraisal, the Ministry of Agriculture and Environment (the drafting committee) proposed that from July 1, 2027, motorbike emissions for road traffic in Hanoi and Ho Chi Minh City will begin to be inspected; from July 1, 2028, it will be implemented in Hai Phong, Hue, Da Nang, Can Tho. The remaining provinces will start implementing from July 1, 2030.
