The Ministry of Public Security is currently drafting a decree regulating the punishment of administrative violations related to traffic order and road safety in the field of road traffic; excluding the point, restoring the point driver's license will take effect from 1.1.2025.
Article 19 of the draft regulation stipulates the punishment, excluding the driver's license points for the following violations of the regulations on the conditions of vehicle operators:
Clause 4 of Article 19 stipulates:
Fines from 1,000,000 VND to 2,000,000 VND will be imposed on the operators of motorcycles with an engine displacement of less than 125 cm3 or with an electric motor power of up to 11 kW and similar vehicles to motorcycles that commit one of the following violations:
Not having a driver's license or having a driver's license with all points deducted or using a driver's license not issued by a competent authority, a driver's license with erasures, a driver's license that is no longer valid for the type of vehicle being operated.
Having an international driver's license issued by countries participating in the 1968 Convention on Road Traffic (excluding international driver's licenses issued by Vietnam) but not carrying or unable to present it on the electronic account of the national driver's license.
Using an invalid driver's license (a driver's license with a serial number on the back that does not match the latest serial number in the driver's license management information system).
Clause 6 of Article 19 stipulates:
Fines from 4,000,000 VND to 5,000,000 VND will be imposed on the operators of motorcycles with an engine displacement of 125 cm3 or more or with an electric motor power of over 11 kW, three-wheeled motorcycles that commit one of the following violations:
Having a driver's license but not suitable for the type of vehicle being operated.
Not having a driver's license or having a driver's license with all points deducted or using a driver's license not issued by a competent authority, a driver's license with erasures, a driver's license that is no longer valid.
Having an international driver's license issued by countries participating in the 1968 Convention on Road Traffic (excluding international driver's licenses issued by Vietnam) but not carrying or unable to present it on the electronic account of the national driver's license.
Using an invalid driver's license (a driver's license with a serial number on the back that does not match the latest serial number in the driver's license management information system).
In addition to the fine, the operator of a motorbike with a driver's license but with all points deducted will be subject to the additional form of punishment of confiscating the driver's license.
