Ho Chi Minh City - People in low-emission areas in the central area are expected to receive 1.77 million VND in support when switching from gasoline motorbikes to electric motorbikes.

This is one of the notable contents mentioned in the draft Project on green transformation of the transport sector in Ho Chi Minh City.

According to the draft, Ho Chi Minh City is expected to form a low-emission zone (LEZ) located in the ring of Do Muoi - Le Duc Anh - Le Kha Phieu streets (old National Highway 1) - Nguyen Van Linh - Phu My bridge - Vo Chi Cong - Dong Van Cong - Mai Chi Tho - Vo Nguyen Giap - Hanoi Highway.

For this area, support policies will focus on groups of people directly affected by the vehicle control roadmap.

For motorbikes and mopeds, ordinary households when switching to electric vehicles will be supported with registration fees and fees for issuing new vehicle registration certificates and license plates - equivalent to about 1.77 million VND per vehicle.

For personal cars converted to low-emission vehicles, people using electric cars or green-energy vehicles will be supported with 100% of the new registration certificate and license plate fee - equivalent to about 14 million VND per vehicle. Meanwhile, external hybrid cars will be supported with 50% of this fee, equivalent to about 7 million VND per vehicle.

For transport enterprises operating in low-emission zones, the project focuses on emission control roadmap, traffic conditions and operating hours. Vehicles eligible for other support policies of the city will be considered according to each specific case to avoid duplicate support.

For the remaining areas of Ho Chi Minh City (except for the Con Dao Special Zone and Binh Khanh, An Thoi Dong, Can Gio, Thanh An communes that are built with their own policies), the city plans to apply incentive mechanisms for conversion according to a more appropriate roadmap.

Accordingly, people who own motorbikes and mopeds will be supported with 50% of registration fees and fees for issuing new registration certificates and license plates when switching to electric vehicles - equivalent to about 88,500,000 VND per vehicle.

For transport businesses, taxis and contract cars with fewer than 9 seats are supported with 100% of the new registration certificate and license plate fee - equivalent to about 14 million VND per car. Passenger cars and trucks are also fully supported with this fee, about 10 million VND per car.

According to the draft project, in the low-emission zone, from January 1, 2035, all motorbikes and mopeds in circulation must use electricity or green energy forms. For areas outside the low-emission zone, the transition time is postponed to January 1, 2040.

For private cars and cars of non-transport business organizations, from 2035, vehicles operating in low-emission zones must switch to using electricity or green energy. In the remaining areas of the city, this requirement will be applied from 2040.

For trucks, contract cars with fewer than 9 seats, contract cars with 10 seats or more, and passenger cars, from 2035, only vehicles using electricity or green energy will be allowed to circulate in low-emission areas. In addition to this area, the transition roadmap will be implemented later in each phase.
