On the evening of July 16, the City People's Committee issued Decision No. 3824/QD-UBND on regulating the functions, tasks, powers and organizational structure of the Hanoi Motor Vehicle Inspection Center under the Hanoi City Department of Construction.
According to the Decision, the Hanoi Motor Vehicle Inspection Center is a public service unit with the collection and implementation of the function of technical safety inspection and environmental protection of motor vehicles and acceptance of converted motor vehicles.
The head office is located at Km15, National Highway 6, Yen Nghia Ward, (stal code: 3301S), Branch: No. 2, Lane 550, Chua Thong Street, Son Tay Ward (stal code: 3302S).
The center has legal status, its own seal and account, and is allowed to use an additional seal at Son Tay Branch to serve professional work.
The City People's Committee assigned the Center to perform 8 main tasks and powers, including: Inspection of motor vehicles according to the procedures and standards of the Ministry of Construction and the Vietnam Register; issuance of certificates of technical safety and environmental standards, technical appraisal of vehicles in case of accidents or at the request of competent authorities; preservation and repair of inspection equipment; professional training for civil servants; having a motor vehicle technical service station under the management of the Department of Construction, operating independently; financial management, assets, and staff according to legal regulations; performing other tasks as assigned by the Director of the Department of Construction.
The organizational structure includes 1 Director and no more than 3 Deputy Directors; 5 specialized departments and teams.
The staff is assigned based on job position and function and is included in the total staffing of the Department of Construction. Operating under the financial autonomy mechanism according to Decree 60/2021/ND-CP of the Government.
