According to the Ministry of Construction, the traffic control center caused congestion due to some vehicle owners being fined for violating road traffic safety order and not going to the authorities to resolve the incident according to regulations.
In some cases, vehicle owners do not proactively maintain and repair vehicles before taking the vehicle for inspection, leading to damage, so vehicle owners have to travel many times, causing congestion at inspection facilities, etc.
The Hanoi Department of Construction has issued a document recommending organizations, individuals, transportation businesses and relevant agencies and units in the city to comply with regulations when bringing vehicles for inspection, in order to reduce congestion at inspection centers. The Department recommends that organizations, individuals, and business units selling automobile transportation proactively look up vehicles for fines on the VNeTraffic applications of the Ministry of Public Security or the TTDK application - Automobile registration schedule system to resolve the case according to regulations.
At the same time, organizations, individuals, and business units operating automobile transportation proactively maintain, repair, and overcome vehicle damage before taking the vehicle for inspection.
Vehicle owners need to be proactive and flexible in registering for appointments in advance through the vehicle inspection appointment program of the Vietnam Register and other forms of direct registration to limit congestion and save time when bringing vehicles for inspection.
The Hanoi Department of Construction also requires motor vehicle inspection facilities in Hanoi to carry out the following tasks:
Strengthen training on professional ethics, behavioral culture, and communication skills for all leaders and employees in the unit.
thoroughly inform inspectors and professional staff who do not arbitrarily make requirements contrary to regulations on inspection procedures.
Forecast the needs and prepare human resources to report and propose to the Vietnam Register to promptly train the professional skills, issue inspector certificates to create a reserve source of inspectors and professional staff to ensure stable operations of the unit.
Coordinate with competent authorities, organize traffic flow, arrange routes for vehicles entering and leaving appropriately to ensure traffic safety and order for people and vehicles when coming for vehicle inspection.
Strengthen propaganda work to vehicle owners and businesses to fully prepare conditions according to regulations to reduce time, do not have to inspect multiple times such as: strictly implementing regulations on vehicle inspection; proactively inspecting, maintaining and repairing vehicles before going for inspection to look up information on fines via warning software, not arbitrarily changing the structure and composition of the vehicle...
