The Government has issued Decree 160/2024/ND-CP on driver training and testing activities, which specifically stipulates the business conditions of car driving training facilities. The Decree applies from January 1, 2025.
The Decree requires that the driving practice ground must be under the legal use of the driving training facility. In case the training facility provides driving test services, based on the time of using the testing ground for testing purposes, it is allowed to use the testing ground to both conduct driving tests and train drivers, but only a maximum of 1 driving practice ground is allowed to be used to calculate the training volume.
Car driving training facilities arrange the number of driving practice grounds suitable to the traffic volume and training program; the number of driving practice grounds is calculated according to the traffic volume of students; determined according to the principle that 1 car driving practice ground can accommodate a maximum traffic volume of 1,000 students.
Car driving practice grounds must have adequate road signs and ensure sufficient area to arrange lessons according to the training program for the vehicle classes used for training.
Regarding technical facilities, the Decree requires training facilities to have a location to build facilities that ensures a minimum legal usable area of 1,000 m2.
The Decree requires training facilities to have driving practice vehicles of the permitted training categories, under the legal use of the driving training facility; and to be granted a driving practice vehicle license by a competent authority.
Driving practice vehicles of all classes must use vehicles corresponding to the driving license class specified in Clause 1, Article 57 of the Law on Road Traffic Order and Safety.
In which: Class B driving practice vehicles include vehicles using automatic transmission (including electric cars) or mechanical transmission (manual transmission); Class C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE driving practice vehicles use mechanical transmission (manual transmission);
Trucks used as Class B driving practice vehicles must have a total designed weight of 2,500 kg to 3,500 kg with a quantity not exceeding 30% of the total number of driving practice vehicles of the same class at the training facility;
The driving practice vehicle is equipped with two "DRIVING PRACTICE" signs in front and behind the vehicle according to the prescribed model; an auxiliary brake system is installed to ensure braking efficiency, and is located next to the driving practice instructor's seat; the driving practice vehicle on the road has a device to monitor the time and distance of the student's driving practice.
Driving practice vehicle is a truck with a rain and sun cover, seats for students; has a valid certificate of technical safety inspection and environmental protection for road motor vehicles.
The head of a car driving training facility must meet the following standards: Have a college degree or higher; have undergone training and development in vocational education management.
Regarding teachers, the Decree stipulates: Training facilities must have a team of teachers teaching theory and practice that meet the prescribed standards. The number of teachers teaching driving practice must meet the plan for using driving practice cars for training.
