Mr. To Nam Toan added that the Decree on electronic payment for road traffic (TTDB) consisting of 6 chapters has been issued by the Government, effective from October 1, 2024, to implement the provisions of the Road Law.
At the same time, to enhance the progressive application of science and technology in the 4.0 industrial revolution and digital transformation in state management to bring maximum efficiency and transparency in management activities, facilitating traffic participants in activities related to payment for services of road vehicles.
Regarding the model of implementing electronic payments for road traffic, Mr. Toan said that the Ministry of Transport (now the Ministry of Construction) has implemented the construction of a database management system (CSDL) for electronic payments for road traffic (including Traffic Account Information and Road Traffic Electronic Payment Transaction Information to share with service providers in the field not managed by the Ministry.
For the field managed by the Ministry of Construction, the implementation method will remain the same as at present.
In which, toll collection account = traffic account + non-cash payment method; toll collection service provider = road use fee payment service provider.
According to the Decree, the provider of electronic payment services for transportation will include: the service provider for payment of road use fees responsible for issuing terminal cards, opening a traffic account, connecting, determining costs and making payments for road use service prices and highway usage fees.
The road traffic payment service provider is responsible for connecting traffic accounts; connecting, determining costs, making payments for fees, prices, and other service fees related to vehicle traffic activities such as: Parking service prices, inspection fees, etc.
In particular, traffic account information is considered a vehicle identification account, including: Traffic account number, opening date; Vehicle owner information (may be an individual or organization); Vehicle information with end-to-end the; End-to-end card information; Information on non-cash payment means.
Information on electronic payment transactions for road traffic includes: Information on the unit participating in the transaction; Information on payment of road use fees; Information on payment of other fees, prices, and service fees; Payment information (payment notice code; payment amount; payment method; date, month, year, hour, minute, second of successful payment).
According to Mr. Toan, the road toll payment service provider is responsible for opening a traffic account for vehicle owners right from the first time they are marked with an end-to-end the.
A traffic account must be connected to a non-cash payment method according to the provisions of banking law to make electronic payments for road traffic.
Each transport account can be used to pay for multiple vehicles, but each vehicle can only be linked and receive payment from a single transport account.
Vehicle owners must ensure sufficient money in the payment method connected to the traffic account when making electronic payment for road traffic.
Otherwise, they will not be allowed to pass through the toll station on the highway or have to use a mixed toll lane at the road toll station.
This account can be locked at the request of the traffic authority or at the written request of the competent authority as prescribed by law.
Regarding the implementation roadmap, Mr. Toan said that from October 1, 2024, when the Decree takes effect until October 1, 2025, vehicle owners must convert the toll collection account to the traffic account connecting the payment method.
From October 1, 2024 to July 1, 2026, the form of collecting road use service fees in electronic form will be maintained non-stop.
Road payment service providers and road toll payment service providers deploy connections to the operating system and data centers for connection and sharing via traffic accounts.
And from July 1, 2026, the electronic payment database system for road traffic will officially be operated.
