The Ministry of Public Security has just issued a preliminary review report on Decree No. 168/2024/ND-CP stipulating penalties for administrative violations of traffic order and safety in the field of road traffic; deducting points, restoring points for driver's licenses.
According to the Ministry of Public Security, increasing penalties for dangerous acts such as not complying with traffic light signals; driving vehicles at excessive speed; handing over vehicles to people who do not meet traffic control conditions; vehicles without license plates; carrying more people than prescribed... is a breakthrough of Decree 168/2024/ND-CP.
This penalty has clearly changed the awareness of complying with the law on traffic order and safety," the Ministry of Public Security assessed.
The Ministry of Public Security added that the work of advising, guiding, directing, and implementing the Decree is carried out thoroughly and closely. Functional forces are trained and thoroughly grasped to fully understand the contents of the Decree.
Promoting the application of information technology, strengthening equipment, vehicles, techniques and training, propaganda and dissemination of laws, so the patrol, control, and handling of violations by functional forces have become more transparent and timely, gradually meeting the requirements in ensuring traffic order and safety.
Implementing Project 06 and the direction of the Government, ministries and sectors have proactively researched, integrated, and synchronized driver's license data to serve traffic violation fines on VNeID.
Research and deploy traffic violation fines on the Online Public Service Portal, VNeID; apply VNeTraffic software in notifying violations and handling violations.
Besides the advantages, the Ministry of Public Security also pointed out the shortcomings and limitations in the implementation of Decree 168 as follows:
Although the handling of traffic safety violations by the police force is very drastic, the awareness of law compliance of a part is still limited, traffic accidents have decreased but are not sustainable.
Some organizations and individuals also "circumvent the law", evade conditions on transport business, causing difficulties for state management and frustration for road transport businesses.
Typical examples include: contract vehicles using branch headquarters to pick up and drop off passengers like fixed-route passenger cars; vehicles not registered for transport business but still operating to transport passengers, cargo and collect money; carrying cargo boxes and containers that are not standard and exceed the length of the vehicle; taking advantage of rescue vehicles to transport and pull new vehicles;...
Economic growth leads to an increase in road motor vehicles and people's travel needs, while transport infrastructure and public transport have not met people's travel needs; traffic organization is still inadequate and unreasonable.
Due to customs and habits of some regions, different economic and social conditions, it has affected the awareness and consciousness of complying with legal regulations as well as complying with penalty decisions.
The Ministry of Public Security added information that after more than 1 year of implementing Decree No. 168/2024/ND-CP, functional agencies have made records of handling 3,324,346 cases, fined 6,727 billion 109 million VND.
Of which, there were 634,556 cases of alcohol concentration violations (accounting for 16.65% of violations); 3,401 cases of drivers testing positive for drugs (accounting for 0.09% of violations); 37,931 cases of overloading (accounting for 1% of violations); 786,484 cases of speeding violations (accounting for 20.63% of violations); 57,441 cases of non-compliance with traffic light signals, traffic controller signals (accounting for 1.5% of violations); 178,295 cases of driving in the wrong lane, lane (accounting for 4.68% of violations); 23,639 cases of improper overtaking (accounting for 0.62% of violations); transport business drivers using phones, other electronic devices when controlling vehicles and the installation and operation of journey monitoring devices, driver image recorders 13,865 cases (accounting for 0.36% of violations)... 147,289 cases of violations were handled.
