The Ministry of Public Security issued Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025.
Article 17 of the Circular stipulates the procedures for vehicle registration and transfer of ownership as follows:
Withdrawal procedure
Vehicle owners declare the revocation of vehicle registration certificate and license plate on the public service portal, provide the vehicle registration file code online or declare the revocation of vehicle registration certificate and license plate at the vehicle registration agency.
Submit the required revocation application and receive an appointment to return the vehicle registration and license plate revocation certificate.
After checking the valid vehicle records, the vehicle registration authority shall issue 2 copies of the vehicle registration certificate and license plate revocation certificate according to regulations, with a copy of the engine number and chassis number affixed and the vehicle registration authority's seal on the copy of the engine number and chassis number (1 copy returned to the vehicle owner, 1 copy kept in the vehicle records).
For temporarily imported and re-exported vehicles of subjects enjoying diplomatic immunity, 3 copies of the certificate of revocation of vehicle registration certificate and license plate are issued (2 copies are returned to the vehicle owner to submit to the customs authority and vehicle registration authority, 1 copy is kept in the vehicle file).
In case the vehicle owner has a need, he/she will be granted a temporary vehicle registration certificate along with a certificate of revocation of the vehicle registration certificate and license plate, without having to have a temporary vehicle registration file.
Registration procedure
Organizations and individuals receiving vehicle ownership transfer must declare vehicle registration according to regulations.
Bring your car in for inspection and submit your application.
After checking the vehicle records and ensuring the vehicle is actually valid, the vehicle registration authority will issue a vehicle registration certificate and license plate.
Receive the appointment paper for the results, pay the vehicle registration fee and receive the license plate. In case the vehicle owner wants to receive the vehicle registration results via the public postal service, please register with the public postal service unit.
Get your vehicle registration certificate from the vehicle registration office or from a public postal service.
In case the issued license plate is a 3-digit or 4-digit license plate, it must be changed to an identification license plate according to the provisions of this Circular.
