In early May, after being reported by Lao Dong Newspaper, the number of heavy-duty vehicles carrying sand traveling on Provincial Road 166, passing through Y Can commune, Tran Yen district, Yen Bai province, has decreased significantly.
Traffic police have set up mobile weighing checkpoints and strictly controlled vehicle weights, especially sand vehicles that have caused traffic insecurity in recent times.
At the gathering areas, the density of heavy-duty vehicles entering and exiting to collect sand has decreased significantly, and the amount of sand exploited is no longer "full" as before.

After the reflection of Lao Dong Newspaper, the Chairman of Yen Bai Provincial People's Committee directed departments and branches to coordinate with local authorities to inspect all sand and gravel gathering yards and sand and gravel mining enterprises in the management area. At the same time, inspect issues related to land use, mineral origin, environment, inland waterway wharves, connections to provincial roads... of sand and gravel mining enterprises, sand and gravel gathering wharves in the area.


Regarding the sand and gravel gathering sites in Y Can commune, Thanh Thinh, Co Phuc town, through screening, there are 8 sand gathering sites of Duc Tuan Production - Trading Company Limited, Manh Phat YB Company Limited, Hop Nhat Construction Materials Production Exploitation Cooperative, Khai Minh Cooperative and Manh Duy Yen Bai private enterprise in operation.
Among these, the unit that was most affected by the people's activities was the private enterprise Manh Duy Yen Bai, headquartered in Quyet Tien village, Y Can commune, Tran Yen district, represented by Ms. Nguyen Thi Duong.
Currently, private enterprise Manh Duy Yen Bai is a member of Hop Nhat Cooperative, exploiting sand at the quarry of Hop Nhat Cooperative from 2018 to present.
Regarding the origin of the land, this enterprise has purchased land from people to build a sand and gravel gathering area of nearly 500m2.



For this storage site, the authorities determined that Manh Duy Yen Bai private enterprise has not completed land procedures, has not converted land use purposes, has not connected, does not have weighing stations, cameras... In addition, there is a lack of procedures in sand mining.
During the exploitation and gathering process, many people protested that this enterprise had set up a gathering place in an area prone to landslides, near the commune cemetery.
Currently, the Inspectorate of the Department of Agriculture and Environment of Yen Bai province is completing the dossier, proposing to stop operations and reclaim land for this sand gathering site.
Provincial Road 166 (where sand vehicles circulate all day and night) is a vital traffic route of Yen Bai province, running along the right bank of the Red River through Minh Tien, Y Can, Quy Mong communes (Tran Yen district) to Hoang Thang, Xuan Ai, Yen Hop, Tan Hop communes and Dong An commune (Van Yen district) with a length of 52km.
