On May 15, Lao Dong Newspaper published an article "CT9 Canal bordering Ha Nam and Nam Dinh is black and heavily polluted", reflecting on the CT9 Canal in the border area of Ha Nam and Nam Dinh provinces that has been polluted for many years, affecting people's lives.

CT9 Canal (formerly known as Ninh Giang Canal) is located in the border of Vu Ban Commune, Binh Luc District, Ha Nam Province and the old My Tien Commune (now My Loc Commune), Nam Dinh City, Nam Dinh Province. CT9 Canal is an agricultural drainage canal, where water is drained in residential areas in this area. However, in recent years, this canal has experienced serious pollution, directly affecting the lives of people in the area.
According to people living near the area, recently, when the weather gradually heats up, the strong stench from the canal has seriously affected the area, causing people to breathe.
From the information reflected by the Lao Dong newspaper, the Chairman of the People's Committee of Nam Dinh Provincial People's Committee directed and assigned the City People's Committee to preside over and coordinate with relevant agencies to inspect, consider and handle environmental pollution in the upper canal. At the same time, it is required to notify the results of handling and report to the provincial People's Committee before June 15.
