On May 13, speaking with Lao Dong Newspaper, Mr. Vu Quoc Tien - Chairman of Y Can Commune People's Committee said that the interdisciplinary working group of Tran Yen District People's Committee has just coordinated to inspect and examine the operations of sand gathering areas in the commune under the direction of the Chairman of Yen Bai Provincial People's Committee.
Through inspection, it was determined that in Y Can commune, there are currently 4 sand gathering areas of Duc Tuan Production - Trading Company Limited, Manh Phat YB Company Limited, Hop Nhat Construction Materials Production Cooperative and Manh Duy Yen Bai private enterprise in operation.

In particular, Duc Tuan Production - Trading Company Limited and Manh Phat YB Company are buying sand at Manh Lam Company Limited's mine to trade sand, gravel, and construction materials. Private enterprise Manh Duy Yen Bai and Hop Nhat Cooperative exploit at the sand mine of Hop Nhat Cooperative.
During the inspection, the working group requested the management units of the staging areas to present documents related to the wharves, piers, land records, business licenses, etc.
According to the leader of Y Can commune, the construction sites of the landfill are being implemented correctly. However, all 4 yards above do not have enough legal procedures to operate.

Specifically, Duc Tuan Production - Trading Company Limited has not converted the land. Manh Phat YB Company is completing land procedures. Hop Nhat Cooperative has not met the requirements for weighing stations, cameras as well as land conversion documents.
For Manh Duy Yen Bai Private Enterprise, this unit is using land for the wrong purpose.
In the documents, the gathering area of this unit was bought by Hop Nhat Cooperative from the people to build an unburnt brick factory. However, the private enterprise Manh Duy Yen Bai arbitrarily built a sand gathering area and conducted business for the wrong purpose.

For the gathering places that do not meet these conditions, the locality requires the complete suspension of operations until all legal procedures are completed.
Previously, Lao Dong Newspaper had many articles about illegal sand gathering areas on Provincial Road 166, affecting the progress of road construction, causing many public outrages.
After the reflection of Lao Dong Newspaper, Chairman of Yen Bai Provincial People's Committee - Nguyen Tuan Anh issued a document directing departments to inspect and strictly handle violations of road traffic laws on Provincial Road 166, violations of wharves, sand and gravel gathering areas in Tran Yen district.

Regarding the construction progress of Provincial Road 166, Mr. Vu Quoc Tien - Chairman of the People's Committee of Y Can commune said that as of May 13, there were still 2 households that had not agreed with the compensation and support plan. During the day, the unit will go to these households to work. If they do not agree, they are required to carry out construction protection to ensure the set progress.
According to Mr. Tien, contractors are currently speeding up the construction progress day and night to complete before June 30. However, because some households have not agreed with the measurement and compensation plan, leading to no clean presence for the construction contractor, the progress has not been guaranteed.
